According to current regulations, the daily recess activities of students in compulsory education schools in Beijing are divided into small recess and large recess, with the small recess lasting 10 minutes. In this adjustment, the additional time for small breaks is mainly optimized and adjusted from large breaks, evenly distributed to each small break. After optimization and adjustment, the morning to school, afternoon to school, and lunch break times for primary school students will remain unchanged; In junior high school, except for a slight delay of 5 minutes after school, the morning arrival time and lunch break time remain unchanged overall. The education administrative departments at both the urban and rural levels in Beijing will strengthen supervision and inspection, further standardize the order of education and teaching, strictly prohibit dragging classes and early classes, not arbitrarily shorten the duration of students' recess activities, not set unnecessary constraints on students' recess activities, resolutely eliminate the problem of prohibiting students from leaving the classroom during recess, and ensure the implementation of recess requirements. Maintaining the disciplinary power of teachers in education and supporting teachers to actively discipline the rights and interests of the teacher community has also been a hot topic in recent years. Recently, there have been new policies regarding the disciplinary power of teachers in education. On August 26th, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Spirit of Educators and Strengthening the Construction of a High quality and Professional Teacher Team in the New Era" (hereinafter referred to as the "Opinions") were released, which proposed to safeguard the legitimate rights and interests of teachers. Maintain the power of teachers to educate and punish, and support teachers to actively discipline. The Opinion also proposes that schools and relevant departments should ensure that teachers fulfill their educational responsibilities in accordance with the law. Those who insult, defame, maliciously hype and other words and deeds towards teachers, and commit crimes, shall be held criminally responsible in accordance with the law. Schools and education departments should support teachers in safeguarding their legitimate rights and interests. We will vigorously reduce the burden on teachers, coordinate and regulate social affairs on campus, streamline inspection, evaluation and assessment items, and ease the burden on primary and secondary school teachers, university teachers and researchers, fully ensuring that teachers engage in their main responsibilities and businesses. The "Rules for Punishing Education in Primary and Secondary Schools (Trial)" (hereinafter referred to as the "Rules"), which came into effect as early as March 2021, stipulate the power of educational punishment. The "Rules" propose that schools and teachers should follow the laws of education, fulfill their duties in accordance with the law, correct students' erroneous words and deeds in a timely manner through active discipline and educational punishment, and cultivate students' awareness of rules and responsibilities. The "Rules" emphasize that if a teacher disputes with a student or their parents due to the implementation of educational punishment, the school should handle it in a timely manner. If the teacher is not at fault, they shall not be given disciplinary or other unfavorable treatment due to the implementation of educational punishment. For students with relatively minor violations and disciplinary actions, the "Rules" specify the specific measures for teachers to implement educational punishment, including naming and criticizing students, ordering them to apologize, making verbal or written reviews, and standing in the classroom during one class teaching time.
