The China Singapore Tianjin Ecological City, the first national green development demonstration zone in China, has set new construction goals to explore a path and provide a model for accelerating the comprehensive green transformation of the country's economic and social development.
The National Development and Reform Commission recently issued the "Implementation Plan for the Construction of China Singapore Tianjin Ecological City as a National Green Development Demonstration Zone (2024-2035)", which determines the construction goals of the ecological city as a national green development demonstration zone with green, low-carbon and high-quality development as the main line, high value-added segmented industries as the focus, and international first-class business environment as the feature. It proposes 20 main indicators in three aspects, and aims to make the main indicators of green development reach the international leading level by 2035.
The Plan also specifies 29 specific work tasks in 6 aspects and proposes organizational and implementation guarantee measures.
The new construction goals mainly have innovative highlights in four aspects: accelerating the cultivation of green industries, strengthening the supply of scientific and technological innovation, focusing on solving key problems, and emphasizing the improvement of institutional mechanisms.
This ecological city is one of the strategic cooperation projects between the governments of China and Singapore, which started construction in 2008.
In 2013, the State Council approved the establishment of a national green development demonstration zone in the ecological city; In 2014, the State Council approved the implementation plan for the construction of a national green development demonstration zone for ecological cities. By 2020, the national green development demonstration zone will be established, becoming a demonstration zone for ecological civilization construction, an innovation zone for green development mechanisms and systems, and a source of green ideology and culture. This is the first national green development demonstration zone approved by the Chinese government for construction.
The ecological city has experienced the "reverse heat island effect" for two consecutive years. According to data from the local meteorological bureau, the intensity of the urban heat island effect in the ecological city was -0.3 ℃ from June to July this year, which has decreased compared to the same period last year, and has delivered the "Chinese answer" to the Earth's frequent occurrence of extreme high temperatures.
Zhu Liyang, President of the China Circular Economy Association, stated that the new construction goals reflect the high requirements of the Chinese government for the future development of ecological cities, highlighting the national position and international perspective of ecological cities in green development.
In 2020, China announced its efforts to achieve carbon peak before 2030 and carbon neutrality before 2060. Not long ago, China issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" and also introduced the "Work Plan for Accelerating the Construction of a Carbon Emission Dual Control System". During the "15th Five Year Plan" period (2026-2030), carbon emission dual control will be implemented nationwide.
Wang Guoliang, Director of the Ecological City Management Committee, said that we will rely on existing advanced experience, constantly explore new and better paths, and contribute wisdom to the comprehensive green transformation of China's and even the world's economic and social development.
