The transportation industry is one of the key areas of carbon emissions in China, accounting for about 10% of the country's total carbon emissions. The Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development", which made specific arrangements for promoting the green transformation of transportation and will accelerate the high-quality development of China's transportation industry. Promote low-carbon transportation vehicles. During peak commuting hours, groups of shared bicycles wait at traffic lights at intersections in major cities, creating a unique scenery. In recent years, China's transportation industry has continued to promote technological progress, model innovation, and conceptual upgrading, with transportation vehicles becoming more low-carbon and environmentally friendly. Taking electric vehicles as an example, with technological advantages and a complete industrial and supply chain system, China's new energy vehicle product competitiveness has achieved a leap, with more than half of the world's new energy vehicles driving in China. In July of this year, the domestic retail penetration rate of new energy passenger vehicles reached 51.1%, and the monthly retail sales exceeded traditional fuel passenger vehicles for the first time. In the field of public transportation, various regions are vigorously promoting the substitution of electrification, and many places have achieved 100% new energy in public transportation. Under the promotion of large-scale equipment updates and the policy of exchanging old for new consumer goods, the Ministry of Transport and the Ministry of Finance recently jointly issued the implementation rules for subsidies for updating new energy city buses and power batteries. The relevant measures will further promote the shift of public transportation to new energy power, which is conducive to expanding investment, improving infrastructure, promoting industrial upgrading, and also helping the transportation industry save energy and reduce carbon emissions. In the field of freight transportation, measures such as phasing out old transportation vehicles, promoting new energy trucks, developing hydrogen powered heavy-duty trucks, and increasing the proportion of shore power usage on ships are also being carried out simultaneously. Taking Tanggang Group as an example, in order to improve the green level of port clearance operations, Tanggang Group has increased the use of new energy vehicles for centralized transportation, reducing the annual transportation of ore by fuel trucks by 96 million tons, and achieving significant energy-saving and emission reduction effects. Since the beginning of 2022, the company has introduced electric shovels to participate in operations, becoming the first batch of electric shovel operation ports in the surrounding areas. As of June this year, a total of 75 electric shovel trucks have been updated for port clearance, with new energy accounting for 63%. The Opinion proposes that by 2030, the carbon emission intensity of operating transportation vehicles converted into turnover units should decrease by about 9.5% compared to 2020. By 2035, new energy vehicles will become the mainstream of new sales vehicles. Experts say that the proportion of traditional power in the current transportation industry, especially in the freight sector, is still relatively high, and further investment is needed to increase the proportion of clean energy and green transportation vehicles. Under the scorching sun, the comprehensive transportation hub of the third phase expansion project of Lanzhou Zhongchuan International Airport under construction is surrounded by green trees, resembling an "urban oasis". At the beginning of construction, the project team of China Railway Construction Engineering Group, the contractor, adopted energy-saving design, selected energy-saving materials, reduced construction waste emissions, and achieved carbon reduction at the source. In addition, 722 charging stations have been installed in the comprehensive transportation center area, and 73% of construction special vehicles use new energy power. Improving the green and intelligent level of newly-built stations, airports, docks, and highways, and promoting the energy-saving and carbon reduction transformation of existing transportation infrastructure, are important ways to enhance the green level of the transportation sector and key measures for various regions to carry out related work. Taking electric charging piles as an example, through the joint efforts of transportation authorities, local governments, and business entities, as of the end of July this year, the number of charging piles in China has reached 10.604 million, a year-on-year increase of 53%. A total of 27200 charging piles have been built in highway service areas across the country, basically covering all provinces and providing strong support for the development of electric vehicles. On August 21st, the Taizhou South Railway Logistics Base project, jointly constructed by China Railway Tenth Bureau, successfully completed the transfer construction, ensuring the timely resumption of normal operation of the Hangzhou Shenzhen Line and Jintai Line. Lin Jianqi, Executive Director of Zhejiang Jiaotou Smart Land Port Co., Ltd., introduced that the Taizhou South Railway Logistics Base is the core project of the Taizhou South Railway Smart Land Port New Area. It is a national Level 2 3.0 railway smart logistics base, which will effectively improve logistics transfer efficiency and reduce material and energy consumption after completion. The breakthrough of key projects has important demonstration significance for the overall development of the industry. Recently, the General Office of the Ministry of Transport issued a notice on the relevant work of the first batch of special pilot tasks for building a green and low-carbon transportation power, identifying 61 pilot tasks. The pilot promotion of these projects will effectively improve the overall intelligence and green level of the transportation industry. Experts say that the next step is to implement the pilot implementation plan well, ensure the orderly progress of the pilot work, and achieve good pollution reduction and carbon reduction effects. At the same time, we need to improve the urban-rural logistics distribution system and promote the green and intelligent transformation of distribution methods. Deeply implement the strategy of prioritizing the development of urban public transportation and improve the level of public transportation services. Continuously optimizing the transportation structure to achieve green transformation in the transportation industry requires joint efforts from all sectors. In addition to improving the green level of transportation and infrastructure, it is also necessary to further optimize the transportation structure. The rail sea intermodal transportation has shortened the entire sea transportation by 23 days and significantly reduced the overall logistics cost. Liu Xin, President of the Planning and Research Institute of the Ministry of Transport, introduced that multimodal transport has the characteristics of a long industrial chain, high resource utilization rate, and good comprehensive benefits, which can fully leverage the comparative advantages and combined efficiency of various transportation modes. The "one order system" and "one box system" are advanced forms of multimodal transport development. Ningbo Zhoushan Port is exploring and innovating the "one order system" for multimodal transport, launching a full process transportation service product of "one commission, one port quotation, one order to the end, and one settlement", and creating a demonstration project of "Ningbo Zhoushan Port Zhejiang Jiangxi Hunan (Chongqing Sichuan) Container High Seas Rail Multimodal Transport", stabilizing the operation of high-quality sea rail intermodal transport routes from Chongqing, Nanchang, Shangrao, Jinyi and other regions to Ningbo Zhoushan Port. As of the end of last year, the sea rail intermodal transport business scope of Ningbo Zhoushan Port has radiated to 65 prefecture level cities in 16 provinces (regions, cities), and 36 inland waterless ports have been built, driving Ningbo Zhoushan Port's sea rail intermodal transport container volume to steadily rank second in the country, with foreign trade container volume ranking first in the country. Under the strong promotion of policies, China's multimodal transportation has accelerated. At present, there are 116 national multimodal transport demonstration projects. According to the long-term monitoring statistics of the China Container Industry Association, from 2016 to 2023, the intermodal transportation volume of iron and steel increased from 2.74 million TEUs to 11.7 million TEUs, and the railway container shipping volume increased from 7.51 million TEUs to 33.23 million TEUs. Han Jinghua, Deputy Director of the Department of Transport Services of the Ministry of Transport, said that although the development of "one order system" and "one box system" has achieved initial results, there are still problems such as data information not sharing, service products not rich, systems and rules not connected, security mechanism not perfect, and business entity cultivation not in place. To this end, experts suggest that we should fully leverage the promoting role of new technologies and models such as digital technology and artificial intelligence, continuously optimize the layout, strengthen the foundation, promote the development of multimodal transport, accelerate the construction of a modern comprehensive transportation system, and continuously improve the green level and sustainable development capacity of the transportation industry.
