The symposium on supervising the investigation and handling of black related cases by the Ministry of Public Security was held in Wuhan, Hubei on August 26th. The meeting emphasized the need to deeply study and implement the important instructions of General Secretary Xi Jinping on the normalization of the struggle against organized crime and evil, conscientiously implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the National Public Security Work Conference, take the initiative to take on responsibilities, strengthen tackling difficulties, and take the Ministry of Public Security's supervision and handling of case investigations as the starting point to fully promote the deepening of the normalization of the struggle against organized crime and evil in accordance with the deployment requirements of the National Public Security Organs to promote the conference. The meeting pointed out that since the normalization of the fight against organized crime, public security organs across the country have vigorously cracked down on various types of crimes committed by organized crime forces. They have carried out special cases to tackle 147 cases of departmental supervision, successfully eliminated a number of seriously harmful organizations involved in organized crime, effectively purified the economic development environment, and consolidated the achievements of the special struggle. All regions should fully understand the complex situation facing the current crackdown on organized crime and eliminate evil, further enhance their sense of responsibility and mission, fully play the role of the main force of public security organs, maintain a clear mind, eliminate difficulties and obstacles, and never slack off in promoting the normalization of the fight against organized crime and eliminate evil. The meeting emphasized that we should take the cases of departmental supervision as the starting point, always target major black and evil organizations, and resolutely fight the battle against black and evil. We must carefully organize special cases, adhere to specialized handling of special cases, concentrate advantageous resources, take effective measures, and promote breakthroughs in the "nail cases" and "bone cases" that have been listed for supervision. We must adhere to the rule of law thinking, comprehensively collect fixed evidence, accurately apply legal policies, strictly regulate law enforcement and case handling, and make every effort to ensure the quality of case handling. We need to enhance our ability to proactively detect, carry out targeted crackdowns, and combat new types of crimes, and comprehensively strengthen the overall effectiveness of the crackdown. We need to continue to deepen the crackdown on key industries and sectors, persist in cracking down on rural black and evil forces such as "village bullies" and "township bullies", maintain strict and high-pressure crackdowns on black and evil forces such as "sand bullies", "mining bullies", "travel bullies", and "city bullies", and continue to launch cluster campaigns against naked chat extortion, routine loans, negative public opinion extortion, malicious claims, soft violence collection, and online water army troublemaking, resolutely curbing the high incidence trend. The meeting requires us to adhere to the principle of eradicating all evil and addressing both the symptoms and root causes, ensuring that we thoroughly and thoroughly tackle the root causes. We must resolutely "break through the umbrella and network", implement the mechanism of collaborative case handling, and thoroughly investigate the clues of the case. We must accurately 'cut off wealth and blood', strengthen departmental cooperation, dig deep into the chain of interests, and resolutely dismantle the economic foundation of black and evil forces. To eradicate the soil of crime, strengthen the investigation and rectification of key areas and the supervision and governance of key industries, promote the implementation of work responsibilities, plug management loopholes, and maximize the squeezing of the breeding space for black and evil forces. We need to strengthen organizational leadership, consolidate work responsibilities, enhance supervision and inspection, strengthen publicity and guidance, and provide strong guarantees for the investigation and handling of cases under the supervision of the department.
