China's promotion of energy transformation also has its own practical needs. After long-term development, China has established a comprehensive energy supply system including coal, oil, gas, nuclear, water, wind, and solar power. However, the white paper points out that currently, China has embarked on a new journey of building a socialist modernized country and put forward new requirements for high-quality energy development. In the view of Zhang Yousheng, Deputy Director of the Energy Research Institute of the Chinese Academy of Macroeconomics, China is still a developing country, and the energy situation is still characterized by a heavy industrial structure and a coal based energy structure. Meanwhile, in the process of promoting industrialization and urbanization, energy demand will continue to grow in the future. This indicates that China's energy transition to low-carbon will face greater difficulties and pressures than other developed countries, and therefore needs to further accelerate the pace of energy transition. Zhang Yousheng believes that in the process of building a new energy supply system, it is necessary to handle the coordination and balance between new energy and traditional energy. He emphasized that this process is not achieved overnight, but requires a gradual transition, emphasizing the support and guarantee role of traditional energy in the transformation process, and promoting the coordinated development of new energy and traditional energy. Accelerating the construction of a new energy supply system also requires attention to enhancing the resilience of the energy system. The white paper emphasizes three points: strengthening the interconnection and intercommunication of energy pipelines, enhancing the emergency capacity of energy reserves, and improving the regulation capability of the energy system. Taking the improvement of energy system regulation capability as an example, Gao Shiji, Director of the Institute of Resources and Environmental Policy at the Development Research Center of the State Council, stated that it includes flexible regulation on the supply side and optimized management on the demand side. The former adjusts by increasing reserve capacity and optimizing operation, while the latter guides consumer resource regulation of energy consumption behavior by formulating orderly electricity and gas usage rules in advance and sorting out energy price signals. China's promotion of energy transformation also continues to inject momentum into global green development. The white paper shows that in the past decade, China has provided high-quality clean energy products and services to the world, effectively promoting a significant reduction in global wind and photovoltaic costs. Zhu Tong, Director of the Energy Economics Research Office at the Industrial Economics Research Institute of the Chinese Academy of Social Sciences, stated that China's wind and photovoltaic industries can better serve the world without continuous technological innovation, a continuously improving industrial and supply chain system, as well as sufficient market competition and advantages in a super large scale market. These factors have played an important role in promoting China's clean energy to the world. China has also created new opportunities for deepening international cooperation in clean energy by expanding its openness. In recent years, multinational companies such as General Electric, BP, and Siemens have steadily increased their energy investment scale in China. Foreign funded projects such as the French power group's offshore wind power project, the Shanghai Tesla electric vehicle manufacturing project, and the Nanjing LG new energy battery project have successively landed in China.
