On the morning of August 29th, Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, Chairman of the Central Military Commission, and Director of the Central Committee for Deepening Reform, presided over the sixth meeting of the Central Committee for Deepening Reform and delivered an important speech. He emphasized that further comprehensive deepening of reform is based on the comprehensive deepening of reform since the new era, and has a solid foundation and favorable conditions. We should make good use of the existing reform achievements and important experiences, liberate our minds, seek truth from facts, keep pace with the times, and be pragmatic, fully mobilize the enthusiasm of all parties, and make every effort to organize and implement the reform tasks.
The meeting emphasized that the Third Plenary Session of the 20th Central Committee of the Communist Party of China has made comprehensive arrangements for further deepening reforms and identified more than 300 major reform measures. We must adhere to the centralized and unified leadership of the Party Central Committee over reform, and strictly implement the system of seeking approval and reporting. We should reasonably arrange the sequence, pace, and timing of reform measures based on the strategic focus and priority direction of the reform. We need to closely integrate reform with economic and social development, and accelerate the implementation of landmark reform measures. We need to strengthen the integration of the reform system, enhance the consistency of reform policy orientation, proactively evaluate the impact on economic and social development, and form a joint force for reform and development.
The meeting pointed out the need to optimize the implementation mechanism of reform and strengthen the overall coordination of major issues. Each leading unit and participating unit should dare to take responsibility, work hard, strengthen the research and demonstration of major reforms, and formulate reform organization and implementation plans. We should strengthen the work of reform inspection, evaluation of effectiveness, and patrol inspection, and test the reform with actual results and the satisfaction of the people.
The meeting emphasized that since the 18th National Congress of the Communist Party of China, the 22 free trade pilot zones established by the Party Central Committee have launched a large number of landmark and leading institutional innovation achievements, effectively playing the role of a comprehensive experimental platform for reform and opening up. To implement the deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and implement the strategy of upgrading the pilot free trade zone, the aim is to explore in a wider range and at a deeper level, achieve comprehensive improvement in the level of institutional openness, systematic reform effectiveness, and quality of open economy in the pilot free trade zone. We must adhere to the guidance of high-level opening up, take institutional innovation as the core, encourage pioneering and integrated exploration, promote innovative development of the entire industry chain, enhance comprehensive competitiveness in foreign trade, promote investment liberalization and facilitation, and promote a more perfect policy system focusing on free and convenient trade, investment, capital flow, transportation, personnel exchanges, and orderly flow of data security. We need to coordinate development and security, steadily expand institutional openness in terms of rules, regulations, management, standards, etc., and enhance our risk prevention and control capabilities.
