On August 28th, 2024, the China Internet Civilization Conference was held in Chengdu. Li Shulei, member of the Political Bureau of the CPC Central Committee and Minister of the Propaganda Department, attended and delivered a keynote speech. The attending guests believe that strengthening the construction of network civilization is an inevitable requirement to accelerate the adaptation to the rapid development of information technology, and is an essential part of building a cultural and network power. The Third Plenary Session of the 20th Central Committee of the Communist Party of China focused on building a modernization that coordinates the "two civilizations" and put forward the major task of deepening the reform of the cultural system and mechanism, providing fundamental guidance for us to promote cultural reform and development and strengthen the construction of network civilization at a new starting point. The attending guests expressed that we must adhere to the guidance of Xi Jinping's cultural ideology and General Secretary Xi Jinping's important thoughts on building a strong cyber nation, deeply implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, solidly promote the construction of network civilization in the new era, further sing the main melody and promote positive energy in the cyberspace, and gather the magnificent force to devote ourselves to the great cause of building a strong cyber nation and national rejuvenation. We must firmly grasp the correct direction of network civilization construction, continuously develop a positive and healthy network culture, focus on enhancing the efficiency of cyberspace governance, improve the working mechanism of network civilization construction, and promote the continuous opening up of new situations in the construction of network civilization in the new era. The theme of this conference is "Promoting the Spirit of the Times and Building Network Civilization", jointly hosted by the Cyberspace Administration of China, the Central Office for the Construction of Spiritual Civilization, the Sichuan Provincial Committee of the Communist Party of China, and the Sichuan Provincial People's Government.
