Open up the "bottlenecks" in the transformation of scientific and technological achievements

The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to deepen the reform of the mechanism for transforming scientific and technological achievements and improve the policies for the application of the first set, first batch, and first edition. The Ministry of Industry and Information Technology and other departments jointly issued the "Opinions on Further Improving the First Batch of New Material Insurance Compensation Policies for the First Set of Major Technical Equipment" (hereinafter referred to as the "Opinions"), the State Administration for Market Regulation and other departments jointly issued the "Management Measures for the Testing and Evaluation of China's First Set of Major Technical Equipment (Trial)", Fujian Province implemented the "Regulations on Promoting the Promotion and Application of First Set of Technical Equipment in Fujian Province", and Wuhan, Hubei Province proposed to "provide support for the first use and selection of the market"... Since the beginning of this year, various regions and departments have successively introduced policy measures to accelerate the application of first set of equipment. The first set of equipment, the first batch of new materials, and the first version of software often refer to innovative products that have achieved significant technological breakthroughs in China, have independent intellectual property rights, but have not yet formed large-scale applications and competitive advantages in the early stages of entering the market. A series of policies focusing on promoting and applying "pioneering" products are of great significance. This is a necessary measure to promote the formation of a "positive cycle" of technological innovation in enterprises. For enterprises, technological innovation inevitably requires a large amount of manpower, material resources, and financial resources, making it even more difficult to develop the "first unit (set), first batch, and first version". After the emergence of innovative products, only by entering the market and generating profits can the sustainability of research and development be enhanced, and the products be continuously upgraded, improved, and iterated through feedback from the application process. On the contrary, if the market-oriented transformation of innovative achievements is slow, the innovation drive of enterprises will also be affected. This is also a key measure to enhance the resilience and competitiveness of the industrial and supply chains. China is the world's largest manufacturing country, with over 220 types of industrial products produced, ranking first in the world. However, there are still problems with the overall industrial system being large but not strong, comprehensive but not refined. From big to strong, from comprehensive to refined, an important means is to promote collaborative innovation and joint efforts among upstream and downstream enterprises. Only when the achievements of independent innovation are applied in more fields and on a larger scale, and gradually mature, will the overall strength of the industrial chain gradually improve. From past practice, the application stage is often a prominent "bottleneck" in the development and promotion of "first unit (set), first batch, first version". One of the main reasons is that downstream users have concerns about "not being easy to use" and "not daring to use". To overcome obstacles, we need to focus on optimizing institutional design to reduce risks. Any innovation carries risks, and the application of innovative products is no exception. Especially for some major technical equipment, the cost per unit (set) is very high, which has a significant impact on the production and operation of user enterprises. From international experience, many countries share user risks and increase user willingness through commercial insurance mechanisms for a wide range of commercial users. In 2015, China began implementing the first major technical equipment insurance compensation mechanism. The "Opinions" issued this year focus on innovating in expanding the scope of protection, optimizing insurance rates, improving the declaration process, and adjusting the connotation of concepts, striving to drive iterative updates such as the first unit (set) through application, until a cost competitive advantage is formed. The implementation of the Opinion is expected to help innovative products break through the application bottleneck caused by insufficient market trust in the early stage. To break through the bottleneck, we need to use a policy combination around "encouraging innovation and tolerating failure". In recent years, the State owned Assets Supervision and Administration Commission of the State Council has promoted state-owned enterprises to take the lead in prioritizing the use of independent innovation achievements, actively providing application scenarios and trial environments. Currently, more than 60 central enterprises have established green channels for innovative product procurement. Some places and relevant departments have also taken relevant measures. Next, we should continue to increase support for government procurement and state-owned enterprise procurement to provide more opportunities for innovative products. While strengthening the supervision of the procurement process, relevant departments and enterprises should also improve the fault tolerance and exemption mechanism, so that frontline decision-makers can be more flexible and brave in trying new things. In the new wave of technological revolution and industrial transformation, China's super large market and complete industrial system provide fertile soil for the rapid and large-scale application and iterative upgrading of new technologies. Breaking through the bottlenecks in the application of technological innovation achievements will help better empower industrial innovation and accelerate the formation of new quality productivity through technological innovation.
