The Political Bureau of the Central Committee of the Communist Party of China held a meeting on August 23 to review several policy measures to further promote the formation of a new pattern in the development of the western region.  
The meeting pointed out that the development of the west is a major strategic decision made by the CPC Central Committee. It is necessary to deeply understand the strategic intention of the CPC Central Committee, accurately grasp the positioning and mission of the development of the west in promoting Chinese path to modernization, maintain strategic concentration, focus on the implementation, focus on the protection, opening up and high-quality development, accelerate the construction of a new development pattern, and improve the overall strength and sustainable development capacity of the region.
The meeting stressed that it is necessary to comprehensively deepen reform, further liberate and develop social productive forces, stimulate and enhance social vitality, and blaze a path of Chinese path to modernization in line with regional realities. We should focus on functional positioning and industrial foundation, strengthen and expand characteristic advantageous industries, strive to enhance scientific and technological innovation capabilities, and promote the transformation and upgrading of traditional industries. We must adhere to high-level protection, deepen the construction of a beautiful western region, coordinate the integrated protection and systematic governance of mountains, waters, forests, fields, lakes, grasses, and sands, carry out in-depth environmental pollution prevention and control, and promote green and low-carbon development. To continuously enhance the endogenous driving force of development and improve the level of open economy. We need to strengthen the construction of security capabilities in key areas, enhance energy and resource security, and promote the construction of clean energy bases. We should promote the construction of new urbanization according to local conditions, solidly promote the comprehensive revitalization of rural areas, consolidate and expand the achievements of poverty alleviation, and ensure that the rural population does not experience large-scale poverty relapse. We must adhere to forging a strong sense of community for the Chinese nation, and effectively maintain national unity and border stability. The Central Regional Coordination and Development Leading Group should strengthen overall coordination, refine tasks, and promote implementation; Relevant departments should study and propose targeted policy measures to ensure effectiveness; Party committees and governments at all levels in the western region should effectively shoulder their main responsibilities, strive for strength, and form a working force. We must take steady steps and work hard for a long time, solidly implement various deployment tasks, and strive to write a new chapter in the development of the western region.
