National Health Commission: Coordinating the Work of Ensuring Supply and Stabilizing Prices of Shortage Drugs

Recently, the National Health Commission issued a document introducing the recent work of ensuring the supply and stable prices of scarce drugs. The article states that in the near future, the national and provincial levels have jointly played a role in the consultation and linkage mechanism for ensuring the supply of scarce drugs, strengthened the monitoring, early warning, and supply guarantee of scarce drugs, enhanced the ability to respond and handle at different levels, and coordinated the work of ensuring the supply and price stability of scarce drugs. 1、 Improve the institutionalization level of the business association. The National Health Commission organized a meeting of liaison officers for the national linkage mechanism, clarifying the need to strengthen drug supply and demand monitoring, analysis and judgment, and gather drug policy synergy. Relying on the national public medical and health institution shortage drug information reporting system, collecting multi-source monitoring data from relevant departments, conducting monitoring and early warning, and regular reporting. The National Healthcare Security Administration continues to monitor the prices and distribution of drugs on the national shortage drug list and the key monitoring list of clinically necessary and easily scarce drugs. 2、 Work together to ensure stable supply of scarce drugs. The National Health Commission guides various regions to improve the regional medical institution reserve cooperation and mutual assistance mechanism, promote information exchange and resource sharing. The Ministry of Industry and Information Technology closely monitors and follows up on the production of scarce drug preparations and raw materials, improves the reserve of drugs in constant shortage at both the central and local levels, and, in conjunction with the National Health Commission, timely allocates national medical reserves to fully guarantee the treatment needs of patients. The Ministry of Commerce closely monitors the supply and demand situation in the drug market and continues to carry out drug market monitoring. The National Medical Products Administration accelerates the review and approval of the national shortage drug list varieties. The State Post Bureau continues to promote the construction of a comprehensive postal service platform and support postal enterprises in expanding medical postal cooperation. 3、 Strengthen the supervision and law enforcement in the field of pharmaceuticals. The State Administration for Market Regulation continues to carry out special anti-monopoly law enforcement actions and price supervision competition protection actions in the fields of medicine and other people's livelihoods, guiding local governments to accelerate the handling of monopoly cases related to the pharmaceutical industry and investigate and deal with price violations in accordance with the law. The National Healthcare Security Administration has held talks with relevant companies to promptly correct the abnormal high prices of some drugs. The State Administration of Taxation has conducted inspections in accordance with the law on high-risk tax related enterprises in the pharmaceutical industry identified through analysis and judgment, and has severely cracked down on illegal activities such as false issuance of value-added tax invoices by pharmaceutical enterprises.
