China launches health service action for disabled elderly people

The National Health Commission and the State Administration of Traditional Chinese Medicine recently issued a notice, deciding to organize and carry out a health service action for disabled elderly people (2024-2027), focusing on the urgent and difficult problems that elderly people face in the field of health, and accurately matching the health service needs of disabled elderly people. The notice clearly states that the service target of the Health Service Action for Disabled Elderly is elderly people aged 65 and above who apply for home-based disabled services within the jurisdiction. The service subject is medical and health institutions with service capabilities, including community health service centers, township health centers, secondary and lower level hospitals, nursing homes (centers, stations), rehabilitation medical institutions, medical institutions in medical and elderly care institutions, etc. The notice proposes that the service content of the Health Service Action for Disabled Elderly includes providing health services, offering health consultations, and guiding referrals. It is explicitly stated that medical and health institutions provide lifestyle and health assessment, physical examination, traditional Chinese medicine constitution identification, and health guidance services to disabled elderly people once a year. Each province, based on local conditions, conducts disability assessments for elderly applicants and provides on-site services such as blood pressure measurement, peripheral blood glucose testing, rehabilitation guidance, nursing skills guidance, nutrition improvement guidance, psychological support, etc. The notice requires that medical and health institutions should arrange at least 2 staff members to provide on-site services together, and provide necessary safety guarantees for the staff, and purchase personal accident insurance as needed. When providing on-site services, there should be guardians, caregivers, or relatives of disabled elderly people who have full civil capacity present to protect the legitimate rights and interests of disabled elderly people in accordance with the law.
