The Shanghai Municipal Administration of Communications recently issued guidance, proposing to gradually achieve low altitude intelligent network coverage based on 5G-A (5G-A is the evolution and enhancement of 5G) network in stages and regions. By the end of 2026, a low altitude communication network with continuous coverage of low altitude flight routes will be initially established to support the development of low altitude economy. According to the guidance, in the next three years, Shanghai will gradually achieve low altitude intelligent network coverage based on 5G-A network, with a focus on building 5G-A low altitude communication network and deploying 5G-A low altitude sensing network as needed. Shanghai encourages basic telecommunications companies to adopt the principle of cooperation and joint construction, providing a communication network with ultra high bandwidth, ultra-low latency, and massive connections for low altitude flight, meeting the needs of low altitude aircraft control and scheduling, cluster communication, high-definition video image feedback, etc; Starting from the development needs of low altitude business, gradually promote the coverage of 5G-A low altitude sensing integrated network. Relying on the continuous coverage of 5G-A low altitude intelligent networking, Shanghai will promote innovative applications of low altitude economy. By 2026, it will initially achieve large-scale applications of aviation emergency rescue and logistics distribution, and create regular low altitude routes for logistics distribution and other scenarios as needed. From an industry perspective, Shanghai will expand emergency rescue applications such as aviation firefighting, aviation rescue, public health, and emergency communication, deepen air logistics distribution applications such as food delivery and express delivery, carry out demonstration applications such as low altitude government affairs and urban governance, accelerate the exploration of eVTOL urban air traffic applications such as business travel, air shuttle, and private charter flights, and promote the large-scale operation of traditional businesses such as geophysical inspection, agricultural and forestry plant protection, and aerial photography and surveying. From the perspective of application areas, Shanghai will take the lead in piloting low altitude commuting, low air tourism and other applications in key areas such as Jinshan District, Shanghai Low altitude Collaborative Management Demonstration Zone, Pudong New Area, Qingpu District, etc., to explore the commercial operation mode of urban air traffic. Shanghai also encourages information and communication enterprises to actively participate in the construction of low altitude flight supervision service platforms, and to connect with the platform systems of air traffic management agencies and civil aviation management departments. Shanghai will also explore and promote the integration and evolution of 5G/5G-A networks and satellite networks, forming a new model of three-dimensional coordinated coverage of space, sky, and earth with 5G-A networks as the main and satellite networks as supplements; Improve the construction of intelligent computing infrastructure, reasonably plan intelligent computing and storage resources to serve low altitude flight activities, and deploy a low altitude intelligent computing system with cloud edge network collaboration; Explore the construction of low altitude economic networks and data security compliance systems.
