Collective forests are an important foundation for maintaining ecological security and an important resource for achieving rural revitalization. Actively and steadily promoting the reform of the collective forest tenure system is of great significance for promoting the sustained growth of forest resources, the continuous improvement of forest ecological quality, the continuous improvement of forest development conditions, the continuous increase of farmers' and herdsmen's income, and the sustained stability of national ecological security in Qinghai Province. According to the introduction, the "Plan" combines the current situation of collective forestry development in Qinghai Province and clarifies the overall goal of deepening the reform of the collective forest rights system in the province. It plans the key tasks of deepening the reform of the collective forest rights system in the province from six aspects: continuously promoting the "separation of three rights", guiding moderate scale operation, strengthening forest management, promoting the development of the forestry industry, increasing financial support, and solving historical legacy problems. It also formulates three guarantee measures, including strengthening organizational leadership, encouraging trial and error, and improving the management system.
