According to the Guangdong Forestry Bureau on the 19th, the General Office of the Guangdong Provincial Committee of the Communist Party of China and the General Office of the Guangdong Provincial People's Government recently issued the "Implementation Plan for Deepening the Reform of the Collective Forest Rights System in Guangdong Province" (hereinafter referred to as the "Implementation Plan"), which clarifies the overall requirements for deepening the reform of the collective forest rights system, proposes 12 main tasks and organizational guarantee measures. The Implementation Plan specifies that by 2025, Guangdong will have established a collective forest rights system with clear ownership, unified responsibilities and rights, strict protection, orderly transfer, and effective supervision. Every year, the province increases the precise improvement area of forest quality by more than 4 million mu and the forest stock volume by more than 8 million cubic meters, with a total output value of the forestry industry reaching 1 trillion yuan. On this basis, we will continue to deepen reform and innovation, increase the yield of forest land, continuously promote the sustained growth of forest resources, the continuous improvement of forest ecological quality, the continuous improvement of development conditions in forest areas, and the continuous increase of farmers' income. The Implementation Plan proposes 12 main tasks for Guangdong to deepen the reform of the collective forest rights system, including accelerating the separation of ownership, contracting, and management rights of collective forest land, developing moderate scale forestry operations, promoting sustainable forest management, optimizing the management mechanism for public welfare forest utilization, safeguarding forest ownership rights, promoting the development of the forestry industry, exploring and improving the mechanism for realizing the value of forestry ecological products, strengthening land security for forestry development, increasing financial support, properly solving historical legacy problems, strengthening team building, and conducting pioneering explorations. The Implementation Plan shows that Guangdong must resolutely implement the ownership of collective forest land, adhere to the collective ownership of rural collective forest land, safeguard the collective rights of farmers to contract and adjust contracted forest land, and strengthen supervision over the lawful use and protection of forest land by contracted management entities; Long term stable contracting rights shall be maintained, and the collective forest land contracting relationship shall remain stable and unchanged for a long time. When the contract period for household contracted forest land expires, the principle of extension shall be adhered to, and the contracted forest land shall not be disturbed or divided. For the remaining period of less than 10 years, the contract can be extended in advance according to law; Accelerate the activation of management rights. Forest land management rights can be re circulated through leasing, transfer, equity participation, cooperation, and other means in accordance with the law, or financed and guaranteed by financial institutions in accordance with the law.
