The regulatory authorities need to pay timely attention to and handle the practice of public examination training institutions in a reasonable manner. In theory, this is another infringement of consumer rights by training institutions, which should be stopped in a timely manner. However, in reality, regulatory authorities may also have some helplessness and concerns. This type of training institution, at least on paper, has reached the point of "running out of resources", and there are also many people who directly go bankrupt and run away. If forced too hard, this institution will also be broken, and consumer rights will still not be protected. Relevant departments need to explore in detail whether there are better countermeasures. Nowadays, many regulatory authorities have developed countermeasures for the prepayment policy of training institutions. For example, prepaid fees cannot exceed a certain amount and should be deposited into a dedicated account. In the event that the training service is not completed or the consumer disagrees, the training institution cannot use the funds in the dedicated account for other purposes. If these regulations are truly implemented, they can effectively prevent these institutions from playing the game of passing the buck. In addition to dedicated accounts, consumers and regulatory authorities should also be more vigilant about training programs that are clearly unreasonable and suspected of fraud, such as "guaranteed refunds". This is clearly a vicious competition that uses any means necessary to attract customer traffic, and the ultimate consequence may be that consumers have to pay the bill. In short, when certain training institutions show their deceitful behavior, regulators should respond promptly and maintain a consistent attitude of not tolerating commercial speculation and manipulation.
