Be alert to the uncontrolled "escape" of narcotic drugs involving drugs

Not long ago, in Tianning District, Changzhou City, Jiangsu Province, a young man falsely claimed to be suffering from insomnia and prescribed psychotropic drugs, but sold them at 10 times the price. He was ultimately convicted and sentenced for drug trafficking. The person involved in the case, Qin Fen (pseudonym), is a young person who has just entered society. Under the pressure of life and work, he has been suffering from long-term depression accompanied by insomnia symptoms. During a short video browsing session, Qin Fen saw someone buying alprazolam at a high price in the comments section of a pharmaceutical science popularization video. He thought of the unused alprazolam from the last insomnia treatment at home, and with the intention of giving it a try, he directly sent a private message to Yang Quan (pseudonym) who was buying the medicine. Liu Qiang, Director of the General Crime Prosecution Department of the People's Procuratorate of Tianning District, Changzhou City, introduced that alprazolam is a second-class psychotropic drug under national control, with dual attributes of drug and drug. It is a drug in legal channels, but once it flows into channels outside national control and is abused, it is a drug in the criminal law sense and should be subject to legal sanctions. Yang Quan informed Qin Fen that he is a drug user and is buying Alprazolam at a high price because the drug can be used as a substitute for drugs. But Alprazolam is a nationally controlled psychotropic drug that requires a prescription to be prescribed, and there is no way to purchase it myself, so I am willing to trade it at 10 times the market price. Seeing the profitable Qin Fen, he sold his unused alprazolam to Yang Quan at a high price. He placed the medicine in a tea jar, packaged it himself, and sent it to Yang Quan by express delivery. After tasting the sweetness once, Qin Fen falsely claimed to have symptoms such as insomnia and neurasthenia, and purchased alprazolam multiple times after obtaining a prescription from the hospital. Subsequently, he posted information about his relevant drugs on a short video platform, along with his contact information. Drug users contacted him to purchase at a high price and then sent the drugs to the buyer via express delivery. As of the time of the incident, Qin Fen had sold 116 tablets of alprazolam through the aforementioned method. The People's Procuratorate of Tianning District, Changzhou City, prosecuted Qin Fen for drug trafficking and ultimately sentenced him to three years and three months in prison and a fine of RMB 5000 in accordance with the law. Liu Qiang found in judicial practice that cases like Qin Fen are not isolated. In recent years, with the continuous increase of national drug control efforts, the drug situation in China has undergone profound changes. The availability of traditional drugs has greatly decreased, and the cost has risen. Drug users will turn to seeking new drugs to replace traditional drugs in order to satisfy their addiction. The abuse of narcotic drugs as drug substitutes by criminals has become frequent. How do narcotic drugs enter the "drug taking" circle? Liu Qiang and his colleagues have made a preliminary assessment that the production, storage, and transportation of anesthesia drugs are strictly controlled, so the possibility of them flowing in from the source is extremely low. Most of them are suspects who use so-called prescriptions to go to different medical institutions to stockpile drugs and sell them at high prices. In addition, some practitioners have violated legal regulations during the management and use of anesthesia drugs, resulting in the loss of control of anesthesia drugs. Liu Qiang introduced that currently, most hospitals do not exchange information on the prescription of anesthesia drugs, leaving a loophole for drug abuse and misuse. He called for the establishment of a medical information sharing mechanism to monitor in real-time the frequency of patients prescribing medication at different medical institutions. If abnormal situations occur, immediate warning can be given to effectively plug regulatory loopholes. Liu Qiang also found that there are still some cases where the verification of employees in the new delivery industry is not strict. According to laws and regulations, anesthesia drugs cannot be transported by express delivery or other forms of mail without permission. Criminals shipped drugs by dismantling and disguising them in order to evade supervision. Unlike traditional drugs, which use the "hand to hand payment and hand to hand delivery" face-to-face transaction, Liu Qiang believes that the proliferation of new drugs is extremely strong, especially in the current complex Internet environment, which brings opportunities for the proliferation of narcotic drugs. Liu Qiang introduced that drug users often form small circles on the internet, shuttling through some social media platforms all year round, and contacting drug sellers through a set of coded language. Seemingly advertising or seeking help information is likely to be conducting a drug transaction. Once an agreement is reached, the seller can ship the goods to various parts of the country via express delivery. Nowadays, the public security anti drug department has also noticed these and fully utilized big data investigation technology to quickly retrieve suspected secret language information. Based on the clues, drug transactions hidden under the network gradually surfaced. What worries Liu Qiang is that there are many teenagers in the "drug use" circle, and there have even been many incidents of drug abuse leading to death. "The confusion of narcotic drugs is great, and abuse is just drug use, but many teenagers have a playful attitude and do not realize the dangers behind it. He believes that the regulation of narcotic drugs should always maintain a strict crackdown and crackdown, with each case investigated one by one, cracking down on the entire upstream and downstream process, fully exerting the penetrating and deterrent effect of investigating and handling cases, and strictly preventing narcotic drugs from flowing into illegal channels. At the same time, efforts should be made to increase the publicity of legal knowledge, so that the general public can learn how to recognize and quickly distinguish drugs, and establish a correct concept of narcotic drugs: treating diseases as "medicine" and abusing them as "poison".
