Anhui implements 16 "small incision" innovative reforms to empower the development of new quality productivity

On the 15th, Chen Jun, Director of the Anhui Provincial Development and Reform Commission, introduced at a press conference held by the Anhui Provincial Government Information Office that since April 2021, the National Development and Reform Commission and the Ministry of Science and Technology have adopted the "unveiling and leading" approach to promote a new round of comprehensive innovation reform. Two batches of 23 "small incision" reform task lists have been sorted and condensed, and Anhui has unveiled a total of 16 national reform tasks. Chen Jun said that Anhui is one of the 13 provinces in China that have been tested for a new round of comprehensive innovation and reform. Based on industrial demand, Anhui has chosen Hefei Synchrotron Radiation Source to carry out a pilot project for open sharing of large scientific facilities, with an open machine time ratio of 86%, and jointly carried out nearly 600 technology research and development projects. At the same time, a pilot project for the construction of a multi-party full chain innovation consortium will be carried out in the "Silicon Valley" of the University of Science and Technology of China. Thirteen types of innovation consortia, including platform support, new research and development, and industry cultivation, will be established and operated. These consortia will be supported by a combination of "team+fund+carrier", creating an innovation ecosystem where "one building is an innovation consortium and one building is an industry chain". In order to address the bottlenecks and pain points in the transformation of scientific and technological achievements, Anhui supports the University of Science and Technology of China in carrying out a pilot reform of "empowerment+transfer+agreed benefits" for job-related scientific and technological achievements. Since the pilot, 53 achievements have been transformed through pricing and shareholding methods, which is three times the number of conversions in the previous five years. We have launched pilot reforms for the separate management of scientific and technological achievements in five universities, including Anhui University, and for the "negative list" reform of due diligence exemption for the transformation of scientific and technological achievements in four universities, including Anhui Medical University. At present, relevant reforms have been promoted and replicated in 106 universities and colleges in Anhui. In recent years, Anhui has been committed to promoting precise matching between factor supply and industrial demand. In terms of talent, we will improve the evaluation system for technology transfer talents and professional title evaluation, and add a technology brokerage category to the natural research series of professional titles in Anhui Province. Carry out pilot projects for integrating science and education to cultivate industrial talents, and organically integrate technology research and development, transformation incubation, and iterative application into the talent training system. In addition, in terms of data, support the pilot construction of data element markets based on application scenarios in Hefei and Huainan cities; Carry out a pilot program for the Chief Data Officer system for cross level and cross departmental public data, coordinate and promote data resource management, information system integration, data collection governance, and shared applications, and establish a "horizontal to bottom, vertical to edge" public data management system. In terms of technology, we will carry out the reform of integrated services for intellectual property protection, achieving rapid examination, confirmation, and protection of intellectual property rights. The average patent confirmation cycle is only 3 months, reducing the time by more than 85%. Next, Anhui will comprehensively summarize the typical experience of innovation and reform in the province, focus on the institutional obstacles in the integrated development of "government, industry, academia, research, finance, and administration", and plan a number of "small incision" reform measures with Anhui characteristics.
