The National Development and Reform Commission and three other departments have issued plans to strengthen the construction of the "dual carbon" standard measurement system

2024-08-12

Recently, the National Development and Reform Commission, the State Administration for Market Regulation, the Ministry of Ecology and Environment and other three departments jointly issued the "Action Plan for Further Strengthening the Construction of Carbon Peak and Carbon Neutrality Standard Measurement System (2024-2025)" (hereinafter referred to as the "Plan"), which clarifies the timetable and roadmap for the formulation and implementation of standards in the "dual carbon" field from 2024 to 2025, and makes specific arrangements for the measurement of carbon peak and carbon neutrality standards in the two years after the 14th Five Year Plan from both the standard and measurement perspectives. Experts believe that this will focus on supporting the implementation of China's "dual carbon" policy system, laying a solid standard foundation for achieving carbon peak and carbon neutrality goals. The relevant person in charge of the National Development and Reform Commission introduced that in recent years, China has initially formed a standard system with rich levels and wide coverage, further consolidating the measurement foundation and providing strong support for accelerating the comprehensive green transformation of economic and social development. However, the progress of the construction of China's "dual carbon" standard measurement system is still lagging behind, and there are gaps in some urgently needed and important "dual carbon" standards. Standards in some fields urgently need to be revised. In this regard, the "Plan" clarifies the principles and goals for promoting the "dual carbon" standards and measurement work, including by 2024, issuing 70 "dual carbon" national standards, and basically achieving full coverage of key industries; By 2025, a three in one standard system for enterprises, projects, and products will be basically formed, and 100 pilot projects for carbon emission management standardization will be established for enterprises and parks. These measures aim to provide strong support for China's carbon emission management and carbon pricing policies by promoting the revision of standards, and accelerate the consolidation of the foundation of the 'dual carbon' standard work Li Aixian, Vice President of China National Institute of Standardization, said. Kang Yanbing, Deputy Director of the National Energy Conservation Center, believes that promoting the construction of a "dual carbon" standard measurement system is of great significance. On the one hand, it will provide strong support for the domestic "dual carbon" work, which is conducive to guiding enterprises to carry out targeted energy-saving and carbon reduction upgrading and transformation, forging new industrial competitive advantages, and providing green momentum for high-quality economic and social development; On the other hand, it will effectively address the pressure of international low-carbon transformation. Promoting mutual recognition of standards in areas such as carbon accounting is conducive to effectively safeguarding the development rights and interests of key industry enterprises in China and ensuring the sustainable and healthy development of key industries, "said Kang Yanbing. Focusing on the key areas of energy conservation and carbon reduction, and in accordance with the needs of carbon peak and carbon neutrality work, and following the principle of demand-oriented and urgent needs first, the "Plan" clarifies 16 key tasks from both standard and measurement aspects. In terms of standards, classified measures will be implemented to accelerate the revision of national standards such as carbon emission accounting, carbon footprint and carbon reduction accounting from three different levels: enterprises, products and projects. Urgent needs first, accelerate the revision of carbon emission accounting standards for key industries, and serve the construction of the national carbon emission trading market. Taking into account all aspects, revising and improving the energy consumption quota standards and product energy efficiency standards for traditional high energy consuming industries, and reducing carbon emissions at the source; Develop a series of national standards for clean production evaluation, develop standards related to recycling and utilization, and reduce carbon emissions during the process; Promote the research and development of carbon removal technology standards and end of pipe carbon sequestration. In terms of measurement, we will strengthen the foundation, enhance basic capacity building, lay out and construct a batch of measurement standards and reference materials, and do a good job in the calibration and verification of measuring instruments. The combination of "software" and "hardware" includes software construction such as measurement standards and specifications, national greenhouse gas emission factor measurement and verification platforms, as well as hardware construction such as high-precision multi-component gas rapid analysis detectors, spectrometers, and domestic carbon emission monitoring systems. Innovation breakthroughs, layout and carry out research on common key carbon measurement technologies, key area measurement technologies, etc. Kang Yanbing introduced that traditional industries represented by thermal power, steel, petrochemicals, chemicals, non-ferrous metals, building materials, etc. are key areas of energy consumption and carbon emissions, as well as the main battlefield for energy conservation and carbon reduction. The Plan clearly proposes to revise and increase the energy consumption limit standards for key industries such as steel, oil refining, coal-fired power generation units, pulp and paper, industrial caustic soda, and rare earth smelting, comprehensively improving energy efficiency levels. In the context of vigorously promoting green and low-carbon development globally, the 'Plan' reflects a good international perspective and emphasizes deepening international cooperation and docking. The Plan deploys the development of national carbon footprint standards for "new three types" products such as new energy vehicles, photovoltaics, and lithium batteries, and proposes the development of carbon footprint standards for key products such as electronics, plastics, and building materials. Benchmarking international advanced levels, revising and upgrading energy efficiency standards for industrial general equipment, refrigeration and heating equipment, office equipment, kitchen appliances, and lighting fixtures. Facing the international community, the 'Plan' proposes to fully leverage the key role of Chinese experts in international metrology and standardization organizations, and continuously enhance China's participation and contribution in addressing climate change Introduction to Kang Yanbing. Carbon measurement is an emerging field that requires coordination of resources from all parties and effective utilization of measurement support. To ensure the smooth implementation of the "dual carbon" standard system construction, the "Plan" proposes a series of safeguard measures, including strengthening publicity and training, conducting pilot projects, increasing funding support, etc. For example, conducting pilot projects, encouraging pilot enterprises and parks to establish carbon emission standard management systems, and helping carbon emissions to be "calculated, calculated accurately, reduced, and reduced". Li Aixian believes that it is necessary to establish a sound mechanism for promoting standards, clarify management departments and specific standard responsibility units, refine progress requirements, regularly carry out progress supervision, and coordinate the resolution of difficult problems; Mobilize broad participation from the whole society, give full play to the enthusiasm of local governments, key enterprises, research institutes, etc., promote the revision of standards in an open and transparent manner, better consolidate consensus among all parties, and ensure that the technical content of standards is advanced and applicable.
