The opinions are clear, focusing on innovative industry management, accelerating the construction of a modern industry supervision and service system that is compatible with digital development, helping to build a market-oriented, rule of law, and international first-class business environment, better exerting the empowering role of "one industry leading hundreds of industries", providing solid support for promoting new industrialization, building a manufacturing power, a network power, and a digital China, and promoting high-quality economic and social development. The suggestion is to strengthen business guidance, optimize approval processes, and achieve "one-time application, one-stop approval" for new technologies and applications involving multiple types of telecommunications services. Accelerate the formulation of supporting policies for the innovation and development of new technologies and businesses, and encourage enterprises to further deepen their technological innovation and industrial applications in emerging fields such as 5G, artificial intelligence, and quantum information. Further pilot and expand the opening of value-added telecommunications services. Establish fair competition rules in the market and maintain a good competitive order in the market. Establish a sound long-term regulatory mechanism based on credit, promote the implementation of a new industry management model that includes pre credit commitment, in-process credit classification supervision, and post credit repair, and guide enterprises to operate consciously and compliantly.
