On the 6th, the Ministry of Industry and Information Technology publicly released the "Opinions on Innovating the Management and Optimizing the Business Environment of the Information and Communication Industry", proposing to accelerate the construction of a modern industry supervision and service system that is compatible with digital development, help build a market-oriented, rule of law, and international first-class business environment, better play the empowering role of "one industry leading hundreds of industries", and provide solid support for promoting new industrialization, building a manufacturing power, a network power, and a digital China, and promoting high-quality economic and social development. The Opinion proposes 12 key tasks in 4 aspects. One is to continuously optimize an efficient, open, and unified access environment. Optimize market access management, achieve "one-time application and one-stop approval" for new technology and application licenses involving multiple types of telecommunications services, orderly carry out self inspection and self certification pilot projects for telecommunications equipment network access licenses, and comprehensively deepen the application of electronic licenses. Strengthen support for innovative development, coordinate the commercial pilot of new telecommunications services, and increase policy support for innovative development of new technologies and services. Expand the opening up of telecommunications services, further pilot the expansion of value-added telecommunications services to foreign investment, and deepen the opening up of telecommunications services to private capital. The second is to actively create a healthy, fair, and orderly competitive environment. Establish fair competition rules in the market, improve the regulatory system and rules for the order of the information and communication market, and strengthen the fair competition review of policy documents. We will maintain a good order of competition in the market, establish a sound regulatory mechanism for competition in the basic telecommunications market, and create an Internet industry ecosystem of fair competition, openness and sharing. Deepen collaborative governance among industry organizations, guide third-party organizations such as industry associations to establish market dispute resolution mechanisms, and promote the formation of a fair and orderly industry atmosphere. The third is to further create a standardized, transparent, and predictable regulatory environment. Innovate inclusive and prudent regulatory methods, promote the implementation of a new industry management model that includes pre credit commitment, in-process credit classification supervision, and post credit repair, and promote flexible regulatory measures such as administrative guidance and administrative interviews. Build a "network management network" regulatory capability, promote the iterative upgrading of existing technological regulatory capabilities, implement remote and online regulatory methods, and further enhance regulatory efficiency. Strictly regulate administrative supervision and law enforcement, implement the three systems of administrative law enforcement, strengthen comprehensive supervision, promote the sharing and mutual recognition of regulatory information and law enforcement cooperation. The fourth is to focus on building a convenient, reliable and high-quality service environment. Enhance the level of "one-stop" government services and continuously improve service capabilities around "efficiently accomplishing one thing". Accelerate the online and remote operation of telecommunications services, and optimize broadband installation services. We will carry out research and pilot application of computing power connectivity technology, create an intelligent computing ecosystem, promote high-quality development of industrial Internet, and better serve to support the construction of new industrialization. In recent years, the Ministry of Industry and Information Technology has taken solid steps to promote the modernization of the management of the information and communication industry. The layout of international communication entrances and exits has been continuously optimized. The standardized, refined and efficient management of telecommunications network codes, Internet domain names and other resources has been continuously improved. The administrative approval of telecommunications business operation licenses has achieved the goal of "whole network and one network". So far, the number of telecommunications and Internet enterprises in China has reached 169000, private holding enterprises have exceeded 92%, and the number of foreign-invested telecommunications enterprises has increased by more than 35% year on year. The relevant person in charge of the Information and Communication Management Bureau of the Ministry of Industry and Information Technology stated that the "Opinions" focus on comprehensively deepening industry management reform and innovation, further improving rules, standardizing management, optimizing services, and optimizing the development environment of information and communication enterprises. Systematically review the practical practices of early management, comprehensively summarize the practical cases and innovative measures of market access, market competition, administrative law enforcement, technical means and other aspects of work in recent years, solidify them into working mechanisms and promote them nationwide, continuously improving the efficiency of industry management.
