The meeting pointed out that the Third Plenary Session of the 20th CPC Central Committee was a very important meeting held in the critical period of comprehensively promoting the construction of a strong country and the rejuvenation of the nation with Chinese path to modernization.   The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization, which was reviewed and passed at the plenary session, scientifically planned the overall plan for further comprehensively deepening reform around Chinese path to modernization, clarified fundamental key issues such as what to change and how to change, reflected the combination of goal orientation and problem orientation, and was a programmatic document guiding further comprehensively deepening reform on the new journey.
The meeting stressed that it is necessary to study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee as a major political task for the current and future period, deeply understand the decisive significance of the "two establishment", strengthen the "four consciousness", firm the "four self-confidence", and achieve the "two maintenance", consciously integrate thoughts and actions into the decision-making and deployment of the CPC Central Committee, take active actions in combination with functional responsibilities, and make great contributions to further comprehensively deepening reform and promoting Chinese path to modernization. We must study the spirit of the plenary session in its entirety and earnestly, deeply understand and grasp the themes, major principles, major measures, and fundamental guarantees for further comprehensive deepening of reform. We need to carefully organize the learning and implementation of work at all levels. The Party group of the Standing Committee should first learn one step, deepen one level, and set an example. We should make learning and implementing the spirit of the plenary session an important part of the training for National People's Congress deputies and officials, ensuring that it is deeply ingrained in their minds and effective in their actions. We must base ourselves on the responsibilities of the National People's Congress, ensure the implementation of various tasks and measures such as legislation and supervision determined by the plenary session, and provide support and guarantees for further comprehensive deepening of reforms.
