Is it necessary to have a 'facial recognition' requirement for sending express delivery questioned

2024-08-06

On July 30th, I sent a document through local express delivery. When sending it, the courier asked me to verify my identity through facial recognition. However, I had already done real name authentication before placing the order. Why do I need to verify it again? "Recently, Ms. Zhong, a resident of Beijing, reported that she encountered a situation where she was required to use facial recognition when sending the package. After conducting facial recognition, Ms. Zhong successfully sent out the package, but the more she thought about it, the more she realized something was wrong. "Is it necessary to enter facial information when sending a package?" Not only in Beijing, but recently, many citizens in Shanghai have also encountered being asked to "brush their faces" when sending packages. It is reported that what confuses consumers is not only the need for facial recognition during express delivery, but also the lack of uniform standards for whether facial recognition is required for different ordering methods and branches, which is confusing. I went to the delivery point and the courier asked me to do facial recognition. I made an appointment to pick up the package at my doorstep, but there is no such requirement. I can even leave it at the front desk for the courier to pick it up on my own. So, what exactly is facial recognition Ms. Rao, a Shanghai resident who often sends express deliveries, is very puzzled. Mr. Chen, a citizen, has also had the experience of being asked for facial recognition when sending packages at a certain express delivery outlet. However, when he arrived at another outlet, he found that he could successfully send packages without these procedures. Previously, the phenomenon of forcibly obtaining personal information through facial recognition in hotels, scenic spots, and residential areas has repeatedly occurred, and the disorderly expansion of facial recognition scenes has been questioned. The relevant person in charge of the Shanghai Consumer Protection Commission stated that facial data is a unique biometric information of individuals. According to relevant regulations and requirements, it is understandable for express delivery companies to verify the sender's identity information. However, facial recognition must not be used as the only way of identity verification, let alone refuse to provide shipping services on the grounds that consumers do not recognize faces. A consumer asked why the courier had to "brush their face", and the courier said, "Management has become stricter now." It is understood that recently, the State Post Bureau and other relevant departments are organizing various courier companies to standardize the real name collection and delivery management system, the overall process of real name collection and delivery, and the enterprise information system. For first-time delivery to a certain courier company, identity information needs to be presented, verified, and registered; For the second shipment, identity information needs to be verified. As an auxiliary for identity recognition, facial recognition technology is currently being piloted and is not mandatory for recommendation. Zhang Rui, a partner at Shanghai Qifang Law Firm, stated that according to relevant laws and regulations, facial information belongs to personal information protected by law. Processing should follow the principles of legality, legitimacy, and necessity, and excessive processing is not allowed. Collecting facial information of the sender or recipient is not necessary, there should be alternative solutions. The Shanghai Consumer Protection Commission suggests that express delivery companies need to consider using facial recognition to verify whether their identity has a specific purpose and sufficient necessity, as well as whether they can provide corresponding technical security guarantees. At the same time, the industry should clarify and unify the methods for verifying the identity of the sender, and guide all express delivery companies to strengthen consumer personal information protection awareness and data security management, and make every effort to protect consumer personal information security.
