China calls on the International Criminal Court to respect Sudan's judicial sovereignty and reasonable concerns

On the 5th, Dai Bing, Deputy Permanent Representative of China to the United Nations, spoke during the Security Council's consideration of the International Criminal Court's involvement in the Sudan issue. He stated that the International Criminal Court should continue to adhere to the Rome Statute and the Security Council's authorization when handling investigation cases related to the Darfur situation, strictly follow the principle of complementary jurisdiction, exercise its powers independently, objectively, fairly, and in accordance with the law, and fully respect Sudan's judicial sovereignty and reasonable concerns. Dai Bing said that the conflict in Sudan has lasted for 16 months, and China has always advocated that a political solution is the only feasible way to quell the conflict and restore peace. Recently, the two parties involved in the conflict in Sudan have engaged in "indirect negotiations" in Geneva, with the main mediator holding a coordination meeting in Djibouti. International mediation and diplomatic efforts have shown a positive momentum. The international community should prioritize the use of political and diplomatic tools to promote dialogue between conflicting parties, resolve differences, and ease the situation until a comprehensive ceasefire is reached. When dealing with the Darfur issue, the International Criminal Court should fully consider the complexity and sensitivity of the situation in Sudan and the region, focus on promoting the overall political resolution of the conflict in Sudan, act cautiously, and avoid improper intervention. Dai Bing emphasized that China supports Sudan in strengthening judicial justice and relying on its own efforts to combat impunity. The international community should attach importance to the various practical difficulties currently faced by Sudan, help Sudan revitalize its transitional judicial institutions, and continuously strengthen its own judicial capacity building and judicial authority. Dai Bing stated that China's position on the International Criminal Court has not changed. China hopes that the International Criminal Court will avoid politicization and double standards when dealing with cases involving international and regional hotspots, apply international law equally, and effectively play a constructive role.
