The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization proposed that digital trade should be innovatively developed. As an important part of deepening the reform of the foreign trade system, the high-quality development of digital trade is a systematic project, which is the result of the combined effects of technology, management, production, and foreign trade models. Exploring more application scenarios in the field of digital trade and leveraging the driving role of digital trade in the transformation and upgrading of traditional trade is also an important driving force for continuously optimizing the trade system. Digital trade cannot do without the steady and orderly development of traditional trade, which is an important prerequisite for innovative development of digital trade. Pursuing new trade methods and cultivating new business models is not blindly seeking novelty, nor is it starting anew. On the contrary, traditional trade can provide a broad experimental space for the development of digital trade and is a carrier for accelerating the generation of new momentum in foreign trade. Data shows that in 2023, the import and export scale of digitally deliverable services in China will reach 2719.37 billion yuan, a year-on-year increase of 8.5%. Many processing based trades and their associated service industry supply chains provide typical scenarios for the application of digital technology in traditional trade fields. Taking intelligent production as an example, a production system formed based on a large number of user feedback, combined with relevant technological applications, will be more intelligent and sensitive, able to effectively match market demand, and greatly improve production efficiency. With the changing structure of consumer demand for products, a large number of personalized demands will continue to emerge. Empowering digital technology based on traditional trade will provide key support for the solid development of digital trade and the formation of positive interactions with other forms of trade. To innovate and develop digital trade, it is necessary to do a good job in platform construction. Currently, cross-border e-commerce is an important platform for the development of digital trade, and related comprehensive pilot zones are also accelerating exploration in terms of technology, management, and supporting support. Essentially, the core role of cross-border e-commerce comprehensive pilot zones in developing digital trade is to provide media and platforms, improve transaction efficiency between supply and demand sides, and effectively avoid situations such as information asymmetry. The construction of a platform cannot be separated from the support of relevant digital technologies and data. At the same time, it also needs to be well matched in terms of rules and systems, such as the collection and application of data throughout the production process, and the effective protection of consumer behavior data. The more solid the platform construction is, the greater the space for innovative development of digital trade. In addition, we need to accelerate the cultivation of specialized and innovative enterprises in the field of digital trade, enhance their market layout capabilities and international competitiveness. Innovative development of digital trade and precise alignment with high standard international economic and trade rules are crucial, as they directly relate to connectivity and sustainable development. There are two inherent requirements for precise docking, one is to actively participate in relevant multilateral negotiations and widely participate in the formulation of rules related to digital trade. Only in concrete practice can we better grasp high standard economic and trade rules and make good use of them to serve the development of China's digital trade. The second is to timely summarize the practical difficulties encountered in the process of docking with high standard economic and trade rules, and solve them one by one in combination with the actual development of the industry, in order to improve the efficiency of docking. The issue of rule compatibility is a common challenge faced by many countries in multilateral and bilateral negotiations on economic and trade rules. The key to overcoming this challenge is to conduct solid scenario analysis and propose specific and feasible solutions. At present, exploring innovation in key areas such as e-commerce, cross-border data, and cross-border finance, selecting segmented industries as pilot test carriers, conducting relevant tests and situation simulations, are all necessary links and beneficial accumulations in the process of aligning with high standard international economic and trade rules and promoting the development of digital trade. Efforts should be made to encourage regions with the necessary conditions to study and introduce local regulations on digital trade based on their experience, strengthen the construction of digital trade rules, and continuously expand the openness of the digital trade field. From the perspective of accelerating the formation of new momentum in the field of foreign trade, innovative development of digital trade also requires strengthening institutional guarantees in both service and management dimensions. Providing good service means improving existing measures in terms of contacting enterprises, facilitating customs clearance, and smoothly connecting production and sales, and making timely adjustments and optimizations based on the actual situation of industrial development. To do a good job in management, it is necessary to improve relevant regulatory rules and systems, strengthen the protection of relevant intellectual property rights, effectively safeguard the legitimate rights and interests of platforms and enterprises, and create an orderly competitive industry development environment. We should continue to make efforts in product quality supervision and other aspects, better leverage the guiding role of institutional standards, enhance the reputation of "Made in China", and strengthen the competitiveness of foreign trade export commodities. The entire service and management sector involves multiple links and processes, with complex content. In the process of promotion, we should adhere to a systematic approach, coordinate and advance various work, encourage local development of local digital trade according to local conditions, and timely promote good experiences.
