It is reported that since April 2024, disciplinary inspection and supervision agencies at all levels in Guangdong Province have deeply implemented the people-centered development concept, vigorously promoted the concentrated rectification of unhealthy practices and corruption around the masses, and resolutely cracked down on corruption and bribery. To strengthen warning education, the 12 typical cases recently investigated and dealt with are hereby reported as follows. 1、 Former Secretary of Pengjiang District Committee of Jiangmen City, Lao Maochang, illegally intervened in the bribery case of school catering service projects. From 2022 to 2023, Lao Maochang took advantage of his position as the Secretary of Pengjiang District Committee in Jiangmen City to provide assistance to private enterprise owners in winning bids for projects such as public primary and secondary school canteens in Pengjiang District. He illegally accepted large amounts of property from others. Lao Maochang still has other serious violations of discipline and law, and has been expelled from the Party and dismissed from public office. He is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 2、 Huang Laixing, former Deputy Secretary of the County Party Committee and County Mayor of Xuwen County, Zhanjiang City, illegally intervened in the bribery case of the rural revitalization project. From 2019 to 2023, Huang Laixing took advantage of his positions as Deputy District Chief of Xinhui District in Jiangmen City and Director of the Management Committee of Yinhu Bay Binhai New Area to provide assistance to private enterprise owners in undertaking projects such as landscape renovation and paddy field cultivation. He illegally accepted large amounts of property from others. Huang Laixing still has other serious violations of discipline and law, and has been expelled from the Party and dismissed from public office. He is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 3、 Huang Weiming, former secretary of the Party Committee of Lishui Town, Nanhai District, Foshan City, illegally intervened in the bribery case of the rural revitalization project. From 2020 to 2024, Huang Weiming took advantage of his positions as Deputy Secretary of the Party Committee and Mayor of Shishan Town and Lishui Town in Nanhai District to provide assistance to private enterprise owners in undertaking industrial wastewater treatment projects within his jurisdiction. He illegally accepted large amounts of money from others. Huang Weiming also has other serious violations of discipline and law, and has been expelled from the party and dismissed from public office. He is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 4、 Li Liming, former secretary of the Party Committee of Guzhu Town, Zijin County, Heyuan City, illegally intervened in the bribery case of land acquisition and demolition projects. From 2012 to 2023, Li Liming took advantage of his positions as the Party Secretary of Guzhu Town in Zijin County and a member of the Party Committee of Jiangdong New Area to provide assistance to private enterprise owners in land acquisition and demolition, as well as undertaking village to village water supply projects. He illegally accepted large amounts of property from others. Li Liming also has other serious violations of discipline and law, and has been expelled from the party and dismissed from public office. He is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 5、 Deng Xiaoyan, former Party Secretary and Director of Guangning County Forestry Bureau in Zhaoqing City, illegally intervened in the bribery case of forestry engineering projects. From 2010 to 2023, Deng Xiaoyan took advantage of her positions as the mayor of Lianhe Town and director of the County Forestry Bureau in Guangning County to provide assistance to private entrepreneurs in forest land permits and contracting timber logging, rural greening projects, and other aspects. She illegally accepted large amounts of money from others. Deng Xiaoyan also has other serious violations of discipline and law, and has been expelled from the party and dismissed from public office. She is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 6、 Luo Canxiong, former Party Secretary and Director of the Transportation Bureau of Fengshun County, Meizhou City, illegally intervened in the bribery case of highway pavement renovation and other engineering projects. From 2017 to 2021, Luo Canxiong took advantage of his position as Secretary of the Party Group and Director of the Transportation Bureau of Fengshun County to provide assistance to private enterprise owners in undertaking projects such as road surface renovation, illegally accepting large amounts of property from others; Breaking up the design contract for the construction of the "Four Good Rural Roads" in Fengshun County in violation of regulations, intentionally avoiding bidding. Luo Canxiong still has other serious violations of discipline and law, has been expelled from the party, his retirement benefits have been cancelled, and he is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 7、 The bribery case of Li Yongmin, former principal of Yunqu Middle School in Nanlang Street, Zhongshan City, in the contracting of the school cafeteria and the procurement of school uniforms. From 2006 to 2024, Li Yongmin took advantage of his positions as Director of the General Affairs Department of Zhongshan Memorial Middle School and Principal of Yunqu Middle School in Nanlang Street to provide assistance to private entrepreneurs in selecting suppliers for school canteens and purchasing school uniforms. He illegally accepted large amounts of money from others. Li Yongmin was dismissed from public office and was transferred to the procuratorial organs for legal review and prosecution on suspicion of committing crimes. 8、 Ru Jiewei, former secretary of the Party branch and former director of the village committee in Xiapu Village, Longtan Town, Longmen County, Huizhou City, fraudulently obtained compensation for green crops in the paddy field project. From 2021 to 2023, Ru Jieweili, taking advantage of his position as the secretary of the Xiapu Village Party Branch and the director of the village committee in Longtan Town, colluded with others to fraudulently obtain compensation for the cultivation of rice fields by forging documents and planting jujube trees to impersonate the original crops. The amount involved was particularly large. Ru Jiewei also has other serious violations of discipline and law, has been expelled from the party, and is suspected of committing crimes and has been transferred to the procuratorial organs for legal examination and prosecution. 9、 Case of Chen Xinjian, former secretary of the Party General Branch and former director of the Village Committee in Lishui Village, Shijiao Town, Fogang County, Qingyuan City, illegally embezzling funds for the rectification work of the supplementary farmland project. From 2020 to 2021, Chen Xinjian took advantage of his position as Secretary of the Party General Branch and Director of the Village Committee in Lishui Village, Shijiao Town to assist and cooperate with the Shijiao Town government in carrying out the rectification work of the Lishui Village Reserve and Supplementary Farmland Project. He colluded with others to illegally embezzle funds for the rectification work of the supplementary farmland project through signing false contracts and other means, with a huge amount of money involved. Chen Xinjian has been expelled from the party and is suspected of committing crimes, which have been transferred to the procuratorial organs for legal review and prosecution. 10、 The case of Mai Yongguang, a former staff member of the Industrial Park Development and Construction Management Bureau in Nansha New District, Guangzhou, who helped others illegally occupy state-owned land and accepted bribes. From 2020 to 2023, Mai Yongguang utilized the convenience of being stationed at the Development and Construction Management Bureau of Nansha New District Industrial Park in Guangzhou to provide assistance to private entrepreneurs in illegally occupying expropriated land, engaging in private operations, dumping construction waste, and illegally accepting property from others, with a particularly large amount of money involved. Mai Yongguang's employment contract has been terminated, and he is suspected of committing crimes and has been transferred to the procuratorial organs for legal review and prosecution. 11、 Su Shaoping, the former head of the food business safety supervision and management department of the Jiedong District Market Supervision and Administration Bureau in Jieyang City, administratively approved the "eating card request" case. From 2019 to 2023, Su Shaoping took advantage of his position as the head of the food business safety supervision department of the Jiedong District Market Supervision Administration to provide assistance to private enterprise owners in on-site verification of food business licenses by delaying processing and designating agents. He illegally accepted large amounts of money from others. Su Shaoping was expelled from the Party and dismissed from public office, and was transferred to the procuratorial organs for legal examination and prosecution on suspicion of committing crimes. 12、 The case of Liang Rongqian and Liang Jiawei, former coordinators of the Comprehensive Administrative Law Enforcement Office in Hongqi Town, Jinwan District, Zhuhai City, illegally collecting "protection fees" from mobile vendors. From 2020 to 2023, Liang Rongqian and Liang Jiawei took advantage of their positions as coordinators of the Comprehensive Administrative Law Enforcement Office in Hongqi Town to illegally collect varying amounts of "protection fees" from multiple mobile vendors under the pretext of helping them evade law enforcement inspections. The amount was enormous. Liang Rongqian and Liang Jiawei have had their labor contracts terminated and are suspected of committing crimes, which have been transferred to the procuratorial organs for legal review and prosecution. The people's hearts are the greatest politics, and benefiting the people is the greatest achievement. The above 12 typical cases have exposed the fact that a small number of party members and cadres have deviated from the nature and purpose of the party, deviated from the responsibilities and missions entrusted by the party and the people, seriously infringed on the interests of the masses, destroyed the relationship between the party and the masses, and damaged the foundation of the party's governance. This highlights the still severe and complex situation of grassroots anti-corruption, and we must resolutely win the protracted battle of grassroots anti-corruption with perseverance and persistence on the road forever.
