2024-08-02

We must thoroughly implement and make every effort to do a good job in flood prevention, flood control, and disaster relief, ensuring that the flood season is not over, our thinking is not relaxed, and our efforts are not reduced, to ensure the safety of people's lives and property.
Recently, multiple rounds of heavy rainfall have occurred in Hunan, causing severe flooding and geological disasters in some areas. Li Qiang visited Yanwo Village and Yanggongtang Village in Zhoumensi Town, Zixing City, Chenzhou City, to inspect the disaster situation on site, visit the affected villagers, and gain a detailed understanding of the progress of rescue and relief efforts, as well as the damage to roads, farmland, and houses. Li Qiang emphasized that we must make every effort to search and rescue missing persons and achieve full coverage of search and rescue. Quickly and comprehensively understand the disaster situation, urgently repair and connect infrastructure such as roads, electricity, and communication, accelerate drainage, dredging, and on-site cleaning, and strictly prevent secondary disasters such as flash floods and mudslides. Li Qiang expressed his condolences and gratitude to the emergency rescue personnel who are sticking to the front line, hoping that they will carry forward the spirit of continuous combat, continue to do a good job in emergency rescue, and also pay attention to their own safety.
Li Qiang walked into the resettlement site in Zhoumensi Town to visit and comfort the disaster stricken people, and inquired in detail about the disaster situation at home, how they lived and ate, and what difficulties they still faced. Li Qiang urged the local authorities and relevant parties to do a good job in material supply, medical services, epidemic prevention, disinfection and sterilization, safety management and other work in the resettlement sites, so as to ensure the basic life of the resettled people. He encouraged everyone to strengthen their confidence, overcome difficulties, work together to rebuild their homes, concentrate resources and increase support from all aspects, and help the disaster stricken areas restore normal production and living order as soon as possible.
Subsequently, Li Qiang presided over the on-site work meeting for flood prevention, flood control, and disaster relief. After listening to reports from officials in charge of Hunan Province, Zixing City, the Ministry of Emergency Management, the Ministry of Water Resources, the National Development and Reform Commission, and the China Meteorological Administration, Li Qiang pointed out that we are currently at the most critical juncture of flood prevention, with the pressure of flood peak prevention, dam breach prevention, and flood control not decreasing. We are facing the challenges of multi line operations and multiple disasters. We must never relax in doing a good job in flood prevention, flood control and disaster relief, think more seriously about risks, make more detailed preparations, and work together from the entire chain of prevention, reduction and rescue to minimize disaster risks and losses. We must always prioritize ensuring the safety of people's lives, strengthen monitoring and early warning, and emergency response linkage, closely monitor the grassroots and peripheral areas, decisively transfer the masses in dangerous areas in advance, and strictly prevent mass casualties. We need to continue to strengthen inspections and rescue operations, scientifically dispatch flood control projects, promptly prepare sufficient emergency materials and equipment, coordinate the deployment of various emergency rescue forces, ensure emergency rescue needs in extreme situations, and ensure the safety of important embankments, reservoirs, and infrastructure. Timely allocation of disaster relief funds, transportation of disaster relief materials, acceleration of insurance claims, early planning for repair and reinforcement of damaged houses, replanting of farmland, and actively promoting post disaster reconstruction. We need to accelerate the construction of a number of major natural disaster prevention and control projects, make up for the shortcomings of flood control engineering and farmland drainage, and improve the urban flood control and drainage capacity.
