Liu Guozhong, member of the Political Bureau of the Communist Party of China Central Committee and Vice Premier of the State Council, visited Henan from July 31 to August 1 to conduct research on post disaster agricultural production recovery and autumn grain production work.  
Recently, serious rainstorm and flood disasters have occurred in Henan and other places, which has brought adverse effects on agricultural production. Liu Guozhong visited Tanghe County and Sheqi County in Nanyang City, which were severely affected by the disaster, to inspect the damage to crops and infrastructure such as farmland and embankments, and to investigate the progress of farmland drainage, field management, and replanting and replanting of affected land. He emphasized that ensuring disaster prevention and reduction, as well as post disaster agricultural production recovery, is an important task in the current work related to agriculture, rural areas, and farmers. We need to go deep into the fields, strengthen technical guidance services, promote the implementation of measures such as drainage and waterlogging removal, seedling support and fertilization, and promote the recovery and growth of affected crops. For fields that cannot be harvested due to disasters, we must respect the laws of nature and the wishes of farmers, strengthen policy support, do a good job in the supply and transportation of agricultural materials and the organization and scheduling of agricultural machinery, actively carry out agricultural socialized services, and guide farmers to replant suitable crops according to market demand. We need to organically combine the repair of damaged farmland and other facilities with the construction of high standard farmland, small and medium-sized water conservancy facilities, truly achieving the ability to irrigate in drought and drain in flood, and effectively improving agricultural disaster prevention and mitigation capabilities. We need to accelerate the implementation of agricultural disaster relief funds, optimize credit and insurance claims services, and support the restoration of agricultural production in disaster stricken areas. We need to strengthen monitoring to prevent poverty from returning to poverty, implement targeted measures to provide assistance, and prevent disaster stricken farmers from falling back into poverty due to disasters.
Liu Guozhong emphasized that it is currently a critical period for the growth of autumn grain crops, and the autumn grain in areas not affected by disasters is growing well. We must consolidate the responsibilities of all parties, always tighten the string of disaster prevention and reduction, continue to implement various policies and technological measures for stable and increased production, solidly promote the large-scale increase in yield of major grain and oil crops, strengthen fertilizer and water management, enhance monitoring and early warning of pests and diseases, and implement unified prevention and control. We will do our best to increase production and achieve the goal of making up for losses with abundance, and make more contributions to ensuring national food security.
