Establishing a national park system is a major institutional innovation in China's ecological civilization system reform. On August 1st, the reporter learned from the National Forestry and Grassland Administration that with the joint efforts of all parties, China's national park construction has achieved important results, and key work has been orderly promoted. The first batch of 5 national park master plans will be released and implemented in 2023, clarifying the construction goals and tasks of each national park. The ecological protection of national parks has achieved significant results, with the population of flagship species restored, biodiversity steadily increasing, and ecological functions continuing to improve. The first batch of national parks explored a mechanism model that prioritizes protection and promotes rational transformation. Nearly 50000 community residents participated in ecological management and public welfare positions, and their sense of gain and happiness continued to increase. Scientifically plan and construct the world's largest national park system. According to the National Park Spatial Layout Plan, 49 candidate areas for national parks have been planned and laid out, with a total area of approximately 1.1 million square kilometers. Among them, the land area is 990000 square kilometers, accounting for 10.3% of the land area, and the sea area is 110000 square kilometers. 49 national park candidate areas, including the most important natural ecosystem, the most unique natural landscape, the most essence of natural heritage, and the most abundant biodiversity areas in China into the national park system, covering 29000 species of terrestrial higher plants, more than 5000 vertebrates, and more than 80% of the national key protected wildlife species and habitats. The first batch of 5 national parks have achieved significant ecological protection results. The Sanjiangyuan National Park has achieved overall protection of the headwaters of the Yangtze River, Yellow River, and Lancang River, and the Tibetan antelope population has recovered to over 70000. The Giant Panda National Park protects over 70% of wild giant pandas and connects 13 local population ecological corridors. The Northeast Tiger and Leopard National Park has smooth cross-border channels, with over 70 Northeast tigers and over 80 Northeast leopards. The rainforest habitat in Hainan Tropical Rainforest National Park continues to improve, and the population of gibbons has recovered to 7 groups of 42 individuals. The number of yellow bellied horned pheasants in Mount Wuyi National Park remained at about 700, and the authenticity and integrity of the ecosystem were further enhanced. Integrate the construction of three major platforms: monitoring, scientific research, and education. Continuously promote the construction of monitoring system. After two years of independent research and development, the National Forestry and Grassland Administration has initially built a national park perception system that includes eight sections: natural resource assets, sky ground integration, conflict resolution, planning schemes, and projects, achieving real-time monitoring of key areas; Establish a world-class scientific research platform. The National Park Research Institute was jointly established by the National Forestry and Grassland Administration and the Chinese Academy of Sciences. Establish a National Park and Nature Reserve Standardization Technical Committee; Build a high-level science popularization and education system. Build a national park interpretation system, establish a national park digital platform, shape the national park cultural brand, and expand international and domestic communication and cooperation channels. Organize national park forums and exhibitions, release Chinese national park logos, and carry out national park knowledge popularization and publicity education activities. Five national parks have been selected as the first batch of national forest and grassland science popularization bases. It is reported that the National Forestry and Grassland Administration, in conjunction with the Ministry of Finance, has formulated guidelines for the establishment of national parks, issued supporting measures for monitoring, publicity and education of national parks, issued and implemented five national standards including the "National Park Establishment Standards" and the "Technical Regulations for the Overall Planning of National Parks", and formulated and revised nearly 10 institutional documents including the "Measures for the Review of Materials for the Establishment of National Parks" and the "Implementation Rules for the Management Measures for the Compilation and Approval of the Overall Planning of National Parks (Trial)". The National Forestry and Grassland Administration has established a joint meeting coordination and promotion mechanism with the first batch of five provinces and regions where national parks are located. Multiple rounds of joint meetings between the bureau and the provincial governments of the five provinces and regions where national parks are located have been held in a "one-on-one" manner to jointly study problems, deploy work, and form a good situation of bureau and province joint construction, joint management, joint answering, and mutual cooperation.
