The State Council and the Central Military Commission recently announced the "Regulations on the Placement of Retired Soldiers" (hereinafter referred to as the "Regulations"), which will come into effect on September 1, 2024. The Regulation aims to standardize the placement of retired soldiers, properly place them, safeguard their legitimate rights and interests, and make them a respected profession in the whole society. The Regulation consists of 11 chapters and 93 articles, mainly stipulating the following contents. One is to adhere to the leadership of the Party and improve the mechanism of resettlement work. It was emphasized that the resettlement of ex servicemen should adhere to the leadership of the CPC. Clarify the division of responsibilities among relevant military and civilian units. The second is to coordinate the resettlement methods and determine the resettlement benefits. Clarify the resettlement methods for retired officers, retired soldiers, and conscripts, and stipulate the applicable conditions and corresponding resettlement benefits for various resettlement methods. The third is to standardize the handover and reception procedures and refine the workflow. Clearly classify the placement plan for retired military personnel into retired officers, retired soldiers, and conscripts, and issue them in batches. The resettlement site for retired soldiers shall be determined based on the principles of obeying work needs, demonstrating service contributions, and benefiting family life. Improve the transfer process of personnel files for retired military personnel. The fourth is to encourage employment and entrepreneurship, and strengthen the guarantee of benefits. Require military and civilian personnel to carry out pre - and post retirement skill training, and strengthen support for employment and entrepreneurship of retired soldiers. Clarify that military personnel shall enjoy relevant benefits and guarantees in accordance with the law after being discharged from active service. When military personnel retire from active service, the military shall transfer their military insurance relationships and corresponding funds in accordance with regulations. The social insurance agency in the resettlement area shall promptly handle the corresponding transfer and continuation procedures. (New Society)
