China announces adjustment of drone export control measures

On the 31st, the Chinese government issued a notice on optimizing and adjusting the export control measures for drones, adding high-precision inertial measurement equipment to the scope of control and canceling temporary controls on specific consumer grade drones. According to a joint announcement by the Chinese Ministry of Commerce, General Administration of Customs, and Equipment Development Department of the Central Military Commission, China will adjust the control standards for important components of unmanned aerial vehicles such as infrared imaging equipment and lasers used for target indication, and prohibit the export of all civilian unmanned aerial vehicles that are not included in the control for the proliferation of weapons of mass destruction, terrorist activities, or military purposes. This new regulation will officially come into effect on September 1st. On July 31, 2023, the Chinese government issued policies related to drone export control. The spokesperson of the Chinese Ministry of Commerce stated that in the past year since the implementation of relevant policies, the Ministry of Commerce, together with relevant departments, has extensively listened to the opinions and suggestions of various stakeholders, carefully evaluated according to the provisions of the Export Control Law, and made decisions on optimization and adjustment based on the needs of the development of the situation. The spokesperson stated that this adjustment reflects the regulatory concept of coordinated development and security, which is conducive to better safeguarding China's national security and interests, fulfilling international obligations such as non-proliferation, and ensuring the security and stability of the global industrial and supply chains. The spokesperson stated that the Chinese government firmly supports Chinese companies in conducting international trade and cooperation in the civilian field of drones, opposes the illegal use of civilian drones for non peaceful purposes, and opposes individual countries imposing illegal sanctions on Chinese companies and individuals under the pretext of drones. The Chinese side will continue to track and evaluate the export of drones, and adjust and improve relevant policies in a timely manner. (New Society)
