Recently, the China Disabled Persons' Federation, the Ministry of Education, the Ministry of Civil Affairs, the National Health Commission, the National Medical Insurance Bureau, the Central Committee of the Communist Youth League, and the All China Women's Federation jointly issued the "Implementation Plan for the Care and Promotion of Autistic Children (2024-2028)". The Implementation Plan proposes to implement the Action Plan for Improving Rehabilitation Services for Autistic Children, the Action Plan for Integrating Education and Health for Autistic Children, and the Action Plan for Warmth of Autistic Children's Families. Over a period of about 5 years, efforts will be made to promote the improvement of the mechanism and service system for caring for autistic children, enhance the overall service capabilities and guarantee conditions for the development of autistic children, and effectively improve the growth and development environment for autistic children. The Implementation Plan specifies that governments at or above the county level should promote the establishment or utilization of existing institutions for maternal and child health care, rehabilitation medicine, child welfare, and disability rehabilitation to provide public welfare rehabilitation services for children with autism. This will ensure that every prefecture level city and densely populated county has designated service institutions for the assistance of disabled children with autism, making it convenient for autistic children to receive rehabilitation services nearby; Strengthen the cultivation of rehabilitation talents for children with autism; Standardize the management of rehabilitation institutions for children with autism. The Implementation Plan points out to expand educational resources for children with autism, reasonably layout special schools for children with autism, and encourage provincial capital cities, planned cities, and larger cities to build special education schools for children with autism; Establish a comprehensive mechanism for ensuring universal access to children with autism, promote the implementation of the standard for per capita public funding for special education for students with autism in compulsory education from 6000 yuan per student per year to over 7000 yuan, and provide free high school education for students with autism from economically disadvantaged families. Those who meet the conditions will be included in the scope of funding. The Implementation Plan points out to strengthen medical security and rehabilitation assistance for children with autism, coordinate the comprehensive guarantee role of basic medical insurance, major illness insurance, medical assistance, and rehabilitation assistance for disabled children, reduce the burden of family medical care and rehabilitation for children with autism, implement the requirement to include 29 medical rehabilitation projects in the payment scope of basic medical insurance, and strengthen outpatient support in areas with conditions and fund bearing capacity; Strengthen the family life security of children with autism; Strengthen family support services for children with autism.
