After years of nurturing, China's low altitude economy has now reached the moment to spread its wings and soar high. Gaofei relies on the top-level design of "a net in the sky", while a smooth landing requires the layout of "a game of chess on the ground", that is, expanding low altitude openness in policies and accelerating the centralized application of low altitude intelligent networking in technology. Recently, policies to support the development of low altitude economy have been intensively introduced in various regions. Several cities including Beijing, Guangzhou, Shenzhen, Tianjin, Nanjing, Suzhou, Wuhan, Shenyang, and Hefei have successively released relevant action plans or solicited opinions to compete for industrial highlands. The low altitude economy has strong driving force, which will bring industrial and agricultural production and people's lives into a new dimension. According to the prediction of the Civil Aviation Administration of China, the scale of China's low altitude economy is expected to reach 2 trillion yuan by 2030. Will low altitude aircraft become as popular and surprise us as new energy vehicles? How to rationally view the "industrial cake" of low altitude economy? We need to adopt targeted measures based on the city, choose entry points with local comparative advantages, and avoid the short-term enthusiasm caused by homogenization and redundant construction, which leads to "rushing forward and then dispersing". Taking "manned aircraft" as an example, by the end of 2023, there will be no more than 3000 aircraft put into operation in traditional general aviation in China, with an average of 114000 flight hours per month. The participation in low altitude flights is still a niche group. Even in developed countries, mini private jets are not widely available. The limited space determines the limited scene. The concept of 'manned aerial vehicles' is not only constrained by airspace management, but also deterred by limited airport runways, aprons, and expensive maintenance. At present, the pilot program of "manned aerial vehicles" is mainly expanding in public service levels such as "low altitude+tourism", "low altitude+emergency", and "low altitude+business", making it difficult to form large-scale demand and improve a competitive supply chain system in a short period of time. Therefore, building a "low altitude city" needs to be tailored to local conditions, and expectations should not be too high, nor should everyone want to build high-rise buildings without laying a foundation. In contrast, the "drone" industry has entered a mature stage with great potential and numerous opportunities. At present, the development momentum of unmanned aerial vehicles in China is rapid, reaching a considerable scale of output value. Civilian drones have been widely used in the fields of agriculture, forestry, animal husbandry, fishing, and entertainment aerial photography. The management mode and technical standards for urban scenes and logistics applications have also begun to establish a foundation for promotion. With the innovation of application scenarios, technological advancements, environmental improvements, and industrial agglomeration, the new aviation industry represented by drones is accelerating its market penetration. At present, the decision-making power of airspace has gradually been delegated, including county-level governments, which also have certain decision-making power of airspace. The application and approval process for navigable routes has been greatly simplified. Low altitude airspace is also an important economic resource, and opening up low altitude to develop general aviation is crucial for activating idle low altitude resources.
