In recent years, the enterprise innovation points system has effectively played a policy-driven effect of "small points, big applications" and "four or two dials" in practice, promoted the virtuous cycle of science and technology, industry and finance, and provided an important reference for financial institutions to invest early, small, long-term and hard technology.

In terms of precise leverage of banking financial resources, we have established a "total to total" cooperation mechanism with China Development Bank, Industrial and Commercial Bank of China, China Construction Bank, Bank of China, Agricultural Bank of China, Bank of Communications, Postal Storage Bank of China, China Merchants Bank, CITIC Bank, China Everbright Bank, Bank of Beijing and other major banks. On the basis of fully referring to the international and domestic innovation capability evaluation practice, combined with the pilot experience of the national high-tech zone, and comprehensively considering the value discovery, accessibility, comparability, quantification and interpretability of the indicators, on September 26, 2022, the Torch Center officially issued the "Enterprise Innovation Score System" work Guide (1.0). A total of 18 core indicators of "Enterprise innovation score system" are included in 3 categories.

In order to further strengthen research and development investment and patent management, and improve technological innovation ability, in 2023, the Torch Center applied to the State Intellectual Property Office for the invention patent of the innovation score system - a quantitative evaluation method and system for the innovation ability of science and technology enterprises. In April 2024, the patent for the invention was granted.

In the next step, the Torch Center will continue to improve the enterprise innovation points evaluation model, regularly release the enterprise innovation points index, and adopt the systematic promotion strategy of the enterprise innovation points system. We will focus on seven aspects: promoting the implementation of policies, guiding financial institutions to improve financial products and services, building a communication platform between financial institutions and enterprises, promoting the integrated development of large, small and medium-sized enterprises, promoting the specialized and innovative development of enterprises, promoting the transfer and transformation of scientific and technological achievements, and guiding local governments to widely use the enterprise innovation credit system. At the same time, highlighting a wider range of application scenarios, exploring the collaborative integration and development of enterprise innovation points system and key work such as the gradient cultivation of high-quality enterprises, the development of scientific research assistant positions, the China Innovation and Entrepreneurship Competition, the disruptive technology Competition, the cross-regional science and technology industry resource connection and the construction of characteristic industrial parks (clusters).
