Recently, the State Post Bureau, together with eight departments including the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Transport, the Ministry of Commerce, and the General Administration of Customs, issued the "Guiding Opinions on the Layout and Construction of National Postal Express Hubs", proposing to initially build about 30 national postal express hubs by 2027, forming a demonstration and driving role nationwide; By 2035, about 80 national postal and express delivery hubs will be built, forming a national postal and express delivery hub network with reasonable layout, complete functions, intelligent and efficient, green and safe features. The guidance points out that the layout of national postal and express delivery hub cities should meet the needs of smooth global trade circulation and domestic circulation, relying on key aviation, railway, highway ports, free trade pilot zones, Hainan Free Trade Port, cross-border e-commerce comprehensive pilot zones, border (cross-border) economic cooperation zones, etc., to layout global and regional international postal and express delivery hubs. To better serve and support the national regional coordinated development strategy, we need to consider the coordinated development of the eastern, central, western, and northeastern regions. In cities with good transportation locations, great economic potential, strong market vitality, strong international competitiveness, and obvious regional driving force, we need to lay out national postal and express delivery hubs. The guidance proposes to establish around 80 national postal and express delivery hubs nationwide by 2035, including around 15 global international postal and express delivery hubs, around 20 regional international postal and express delivery hubs, and around 45 national postal and express delivery hubs. Each hub can construct 1 to 3 national postal and express delivery hub functional areas according to local conditions, which will be carried by corresponding cities. Based on the existing hub pattern of postal and express delivery enterprises, select about 100 national postal and express delivery hub carrier cities across the country. The relevant person in charge of the State Post Bureau stated that they will formulate standard guidelines for the construction of national postal and express delivery hubs, approve and recognize the carrier cities of national postal and express delivery hubs in batches, and dynamically adjust the carrier cities that fail to meet the construction requirements or cannot effectively promote hub construction.
