He emphasized that studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China is a major political task for the entire Party and the country in the current and future periods.  
To preach the spirit of the plenary session, we must first clarify the significant historical significance and far-reaching impact of the plenary session, and explain our party's firm determination to carry out reform and opening up to the end.  
Cai Qi emphasized the importance of fully recognizing the work of propaganda, elevating political stance, strengthening political responsibility, grasping the tone and orientation, and conveying the spirit of the plenary session in a complete and accurate manner. We should focus on enhancing the targeted effectiveness of the propaganda, closely link it with the actual situation in the region and field, be good at using popular language, detailed data, and live examples, thoroughly explain the spirit of the Party Central Committee in simple terms, and vividly tell the story of reform and opening up in the new era, and the story of the Party leading the people to promote Chinese path to modernization, so that the party members, cadres, and the masses can truly understand, remember, and use it.
