The Beijing Municipal Education Commission recently issued a notice on promoting the opening of sports facilities in primary and secondary schools to students during holidays, winter and summer vacations (click to view the full text), clarifying that primary and secondary schools should actively create conditions to open sports facilities to students. Schools that meet the opening conditions should open sports facilities to students during national statutory holidays, rest days, and winter and summer vacations. The Beijing Municipal Education Commission proposed that outdoor football fields, basketball courts, and running tracks in primary and secondary schools should be opened first, and indoor sports facilities should be actively opened under the condition of meeting safety management requirements. The education administrative departments of each district coordinate the opening of school sports facilities to students, and each school implements it specifically. Schools should scientifically calculate the maximum number of students entering the school at each time period based on the actual sports facilities on campus, and reasonably set the number of students entering the school for exercise. It can be opened to students in the school through collective organization, or to students in the community through mutual assistance and cooperation. In terms of open conditions, schools should have sound safety management standards for sports facilities, sound safety risk prevention and control mechanisms, and measures and capabilities to deal with emergencies. Sports venues, facilities, and equipment are safe and reliable, in compliance with national safety, health, and quality standards and related requirements. At the same time, each school should also have relatively stable funds for updating, maintaining, and ensuring the operation of sports venues and facilities, and be able to regularly inspect and maintain venues, facilities, and equipment. Schools that open sports facilities through mutual assistance and cooperation shall sign contracts or agreements with the competent departments of township and street offices or fitness social organizations and teams within their jurisdiction in accordance with relevant requirements, clarifying safety responsibilities, activity rules, and other contents. The sports venues of such schools should have open capacity and time periods while meeting the needs of their own sports activities. The sports venue area (including bathrooms) is relatively independent or has a hard isolation from the school teaching area. The opening of sports facilities does not affect the normal operation of other school work and does not affect the normal life of surrounding residents. Each district will increase the construction of school sports facilities and take effective measures to ensure that schools meet the conditions for opening up. The local government should coordinate with local public security, health and other departments to establish and improve the working mechanism for the safety management of school sports venues, strengthen the security management and safety guarantee of venue opening. The education administrative departments of each district will work together with the township people's governments and street offices to strengthen organizational leadership, enhance management and scheduling, and attach great importance to the opening of school sports facilities. According to the principle of "pilot first, accumulate experience, steadily promote, and comprehensively cover", the innovative work mechanism of "one district, one case" has been developed to formulate work plans and measures for this district, further refining the time, methods, conditions, guarantee measures, and work requirements for opening school sports facilities to students.
