Chongqing introduces management measures for medical institution referrals

In order to further improve the hierarchical diagnosis and treatment system and standardize the referral behavior of medical institutions in Chongqing, the Chongqing Health Commission, the Chongqing Administration of Traditional Chinese Medicine, and the Chongqing CDC jointly issued the "Chongqing Medical Institution Referral Management Measures (Trial)" (hereinafter referred to as the "Measures"). The Measures stipulate that medical institutions should follow the principles of informed consent, graded diagnosis and treatment, comprehensive balance, resource sharing, and continuous treatment when referring patients. Patients with common and frequently occurring diseases, chronic diseases with clear diagnosis, and rehabilitation should be treated in primary medical institutions, while difficult and critical diseases should be treated in comprehensive or specialized hospitals at or above the second level. How to make a referral? The Measures point out that medical institutions should establish a green channel for referral and strengthen communication and contact regarding the condition and subsequent treatment of referred patients. The transferring hospital should promptly contact the intended transferring hospital, communicate patient related information, and proactively contact the patient as soon as the intended transferring hospital receives the information, clarify the patient's intention, explain transfer precautions, track the referral process, and improve referral efficiency. For hospitalized patients referred for admission, during their hospitalization, the transferring medical institution may invite the referring doctor from the transferring medical institution to participate in case discussions. The Measures also stipulate that in the event of sudden public health emergencies and major casualties, medical institutions at all levels and types in the city shall provide treatment, consultation, and referral in accordance with the requirements of the health administrative department, in order to maximize the protection of patients' health rights and interests.
