Yuan Zhenlong, director of the Institute of Comprehensive Governance at the Beijing Academy of Social Sciences, pointed out that the design requirements and construction difficulties of China's social security system are high, and it is not easy to build it smoothly. The high-level meeting conducted in-depth research and deliberation on the overall plan for reforming and improving the basic pension insurance system, as well as opinions on deepening the reform of the medical security system, and made top-level designs for the construction of China's social security system. By providing more convenient and refined public services, grassroots vitality is further released, and people's sense of gain is greatly improved.

Although these reforms have different exploration methods, their essence is to enhance the people's sense of gain, happiness, and security. "Yuan Zhenlong said that only by finding the right starting point and breakthrough point from the people's" urgent, difficult, and anxious "problems can we ensure that the reform measures truly respond to the urgent needs of the people and follow their will.

Ensuring and improving people's livelihoods is a long-term systematic project, with no permanent endpoint. Especially at present, many reforms in the field of people's livelihood are in a "deep water zone", and in order to achieve breakthroughs, further deepening of reforms is still needed.

Yuan Zhenlong pointed out that China has a large population and a wide geographical distribution, and the problems encountered in the reform of people's livelihood are numerous and complex. Therefore, it is of utmost importance to improve the relevant legal system.
