Beijing introduces 16 'hard core' measures to accelerate the cultivation of digital talents

The reporter learned from the press conference held by the Beijing Municipal Government Information Office on the 11th that the Beijing Municipal Human Resources and Social Security Bureau and nine other departments jointly released the "Implementation Plan for Accelerating the Cultivation of Digital Talents to Support the Development of Digital Economy in Beijing (2024-2026)", introducing 16 "hard core" measures. The plan is to focus on cultivating talent teams in four types of digital fields within about three years, increase the effective supply of digital talents, form a digital talent aggregation effect, and provide strong talent guarantee for Beijing to build a global digital economy benchmark city. The key to developing the digital economy lies in accelerating the cultivation of digital talents and strengthening their supportive role. Beijing has entered a critical period in promoting the construction of a global benchmark city for the digital economy, and urgently needs a large number of digital talents to support high-quality development. The plan states that Beijing will encourage the inclusion of digital talents in various talent plans by improving the talent introduction mechanism, innovating the talent evaluation mechanism, improving the talent incentive mechanism, and optimizing the talent mobility mechanism. In terms of talent introduction, we will increase efforts to attract outstanding high skilled talents who have made outstanding contributions to the development of Beijing's digital economy; In terms of talent evaluation, professional title evaluation majors such as big data, network space security, integrated circuits, and quantum information have been gradually added to the digital field; In terms of talent incentives, guide enterprises to establish and improve a salary distribution system that is in line with the characteristics of digital talents; Encourage the mobility of digital talents in the Beijing Tianjin Hebei region in terms of talent mobility. The plan clearly states that Beijing will focus on the core of digital industrialization and industrial digitization, and strive to cultivate four types of talent teams in the digital field: digital strategic scientists, digital leading talents, digital technology talents, and skilled talents. It will leverage the roles of national laboratories, national scientific research institutions, high-level research universities, and technology leading enterprises, and focus on building a number of industry specific and innovative talent platforms. Data shows that in 2023, Beijing will achieve a digital economy added value of 1.87 trillion yuan, a year-on-year increase of 8.5%. In the first half of this year, Beijing's digital economy policy and regulatory system continued to improve, new infrastructure was advanced in layout, the data element market formed an ecosystem, digital industrialization continued to lead, and industrial digitization accelerated empowerment.
