How to enable more grassroots people to enjoy high-quality and balanced medical resources and services at their doorstep? Health talents can be considered key. On July 9th, the reporter learned from the provincial health and talent science and education conference organized by the Zhejiang Provincial Health Commission in Hangzhou that in order to continuously strengthen the grassroots health talent team, Zhejiang aims to complete the further education of 10000 grassroots medical personnel in three years and launch the "Special Plan for College Students and Rural Doctors" for the first time. The province will also explore the reform of "provincial and municipal employment", promote the reform of "county hiring township employment, township management county education" for grassroots health talents, and take multiple measures to optimize the grassroots medical force. The development of the healthcare industry is a benchmark for measuring the accessibility of public services. At present, the total number of healthcare talents in Zhejiang Province has reached 786000. Among them, there are 52200 health professionals with a bachelor's degree or above and 30700 with a college degree in 32 mountainous island counties. In this context, targeting the shortage, service needs, and development needs at the grassroots level, Zhejiang will enhance the sense of acquisition and achievement of grassroots medical and health talents through multiple channels. Zhejiang is promoting the further education and learning of grassroots medical personnel through hierarchical classification, initiating the organization of medical staff to higher-level hospitals for further education and learning. County level medical personnel are given priority in selecting subject backbone, scarce professional and clinical technical talents, while township medical personnel are given priority in selecting professional and technical talents in general, surgery, orthopedics, ophthalmology, rehabilitation, emergency and other fields. Village level medical personnel are given priority in selecting young doctors with weaker foundations or shorter working hours, achieving full coverage of county-level, township, and government run village level medical and health institutions. In response to the problems of aging age, low education level, and difficulty in attracting rural doctors, Zhejiang Province is making every effort to seek support from the Zhejiang Provincial Party Committee's editorial office for the establishment of university student village doctors. For the first time, the "Special Plan for University Student Village Doctors" has been launched, organizing a unified recruitment of university student village doctors in Zhejiang Province, and striving to recruit 500 university student village doctors by 2027. In addition, Zhejiang will also introduce an implementation plan to deepen the reform of the health professional title system, establish and improve a health professional title evaluation mechanism that is not only based on papers and titles, but also in line with the characteristics of the medical and health industry; Establish hierarchical classification and evaluation standards for professional titles of medical, pharmaceutical, nursing, technical, research, traditional Chinese medicine, public health, and grassroots health talents. Enabling more people in remote areas such as mountainous areas and islands to have access to good doctors for their illnesses is a crucial step towards common prosperity. Zhejiang is exploring the reform of "provincial and municipal employment", with the first batch of 100 personnel invested, focusing on solving the problem of difficult recruitment in island areas. In order to promote the orderly flow of talents in counties and rural areas, Zhejiang will also innovate the mechanism of job recruitment and staffing, promote the reform of "county hiring township employment, township managing county education" for grassroots health talents, deploy pilot projects in Yuyao, Cangnan, Deqing, Changxing, Haiyan and other places, promote the orderly flow of talents in counties and rural areas, and improve the level of grassroots medical services.
