The Ministry of Industry and Information Technology plans to introduce new regulations to accelerate the elimination of outdated production capacity in the photovoltaic manufacturing industry

According to the official website of the Ministry of Industry and Information Technology, in order to further strengthen the management of the photovoltaic manufacturing industry and promote high-quality development of the industry, the Electronic Information Department of the Ministry of Industry and Information Technology has revised the "Normative Conditions for the Photovoltaic Manufacturing Industry (2021 Edition)" and the "Interim Measures for the Management of Normative Announcements in the Photovoltaic Manufacturing Industry (2021 Edition)" to form the "Normative Conditions for the Photovoltaic Manufacturing Industry (2024 Edition)" (hereinafter referred to as the "Normative Conditions") and the "Normative Announcement Management Measures for the Photovoltaic Manufacturing Industry (2024 Edition)" (draft for public comments). The Normative Conditions are guiding documents that encourage and guide industry technological progress and standardized development. On the basis of maintaining the stability of the original policy framework, comprehensive and in-depth optimization and adjustment have been carried out. The "Normative Conditions" clearly state that "guide photovoltaic enterprises to reduce photovoltaic manufacturing projects that simply expand production capacity, strengthen technological innovation, improve product quality, and reduce production costs. The minimum capital ratio for new and expanded photovoltaic manufacturing projects is 30%.". This measure not only raises the entry threshold for the industry, but also promotes the concentration of resources towards high-quality enterprises with technical strength, management ability, and market competitiveness, which will effectively accelerate the elimination process of backward production capacity. At the level of technical indicators, the "Normative Conditions" closely follow the forefront of photovoltaic technology development, setting stricter and more detailed performance standards for innovative products such as N-type batteries and high-efficiency modules. For example, it is explicitly required that the average conversion efficiency of N-type monocrystalline silicon batteries in existing projects should not be less than 25%, and at the same time, P-type and N-type batteries and components in new projects must also meet higher efficiency standards. These regulations not only provide a clear direction for technological innovation of photovoltaic products, but also significantly improve the power generation efficiency and overall economic benefits of photovoltaic power stations, promoting the development of the photovoltaic industry towards a more efficient and environmentally friendly direction. In addition, the "Normative Conditions" further strengthen the concept of green manufacturing, clarify the electricity and water consumption standards for photovoltaic production projects, encourage enterprises to actively adopt automation, informatization, intelligence, and green technologies, encourage enterprises to participate in the formulation and revision of green and low-carbon standards in the photovoltaic industry, and carry out research and development and industrial application of photovoltaic product recycling technology. Qi Haishen, Executive Vice President of Jinchen Group, stated that the gradual implementation of the "Normative Conditions" will guide enterprises to pay more attention to improving their low-cost operational capabilities, technological innovation capabilities, and product iteration and upgrading capabilities. To achieve high-quality development in the photovoltaic industry, it is necessary to fundamentally improve product quality and technological level, avoid disorderly competition and resource waste. Zheng Lei, Chief Economist of Samoye Cloud Technology Group, believes that in order to promote the healthy and orderly development of the photovoltaic industry, it is necessary to build a comprehensive policy system and regulatory mechanism, including formulating stricter industry norms, raising industry access thresholds, strengthening industry self-discipline and intellectual property protection, etc. These measures will work together in all aspects of the photovoltaic industry, promoting its high-quality development and contributing more to global energy transformation and green development.
