The construction of digital government is of great significance for promoting the modernization of national governance system and governance capacity. Currently, a new round of technological revolution and industrial transformation is deepening, and the digital wave is sweeping across the world. Since the 18th National Congress of the Communist Party of China, the development of the digital economy has become a national strategy, and the construction of a digital China has achieved significant results. Accelerating the construction of a digital China, fully leveraging China's advantages in massive data and rich application scenarios, unleashing the value of data elements, is conducive to comprehensively empowering economic and social development, and shaping new driving forces and advantages for high-quality development. This year's Government Work Report proposes to "accelerate the construction of digital government" and "improve the level of government services". Building a digital government bears the significant responsibility of leading and driving the all-round development of Digital China, providing strong support for promoting the modernization of the national governance system and governance capacity, and comprehensively building a socialist modernized country. For a long time, some local governments have faced the problem of "difficult access, unsightly appearance, and difficult tasks" to a certain extent. Since the 18th National Congress of the Communist Party of China, with the deepening of the construction of a service-oriented government, the awareness of administrative organs at all levels in serving the people has been continuously enhanced. Focusing on the difficulties and obstacles in urban operation and high-frequency issues in government services, we will promote more practical, efficient, and convenient digital governance. The construction of a digital government requires multiple approaches and multiple approaches at the governance level. We need to improve the management mechanism and normalized promotion mechanism for the list of key tasks to efficiently accomplish one task, and achieve efficient handling of one task with high frequency, wide scope, and multiple problems. By developing characteristic application scenarios and focusing on the issues that need to be addressed, incorporating departmental data information into the system platform, transforming departmental management requirements into intelligent algorithms, intelligently discovering and pushing problems through the technical platform, and handling problems according to departmental responsibilities, we promote the overall operation of government governance, achieve the transformation from "segmenting disposal around departmental functions" to "linking disposal around specific matters", and promote the transformation of the governance process from "government exercising functions as a single department" to "government providing services as a whole". Accelerate the construction of an efficient, collaborative, open and shared city level digital infrastructure, and create a new data management platform that combines blockchain and privacy computing. Therefore, it is necessary to improve the comprehensive governance system of urban data and pay attention to the organic unity of data sharing and data security.
