The Economic Management Year of Public Medical Institutions focuses on development and safety

Recently, the National Health Commission and the State Administration of Traditional Chinese Medicine jointly issued a notice on the continuous implementation of the "Public Medical Institution Economic Management Year" from 2024 to 2025 to promote the construction of operational management informatization, streamline and improve various internal business processes, implement financial management standardization and standardization, and prevent and resolve economic operational risks. The Notice clearly states that we will continue to adhere to the theme of "standardized management, improved quality and efficiency, and strengthened supervision", focus on development and safety, continuously strengthen the construction of an operational management system centered on business and finance integration, and promote the refinement, standardization, and informatization of internal process management in public medical institutions. The activity deployed a total of 5 key tasks. The Notice requires vigorously promoting the informatization construction of operation and management in public medical institutions. Each unit needs to refer to the "Guidelines for the Informatization Function of Public Hospital Operation and Management", establish and improve an operation and management information integration platform with business and finance integration as the core, strengthen the application of modern information technologies such as artificial intelligence, big data, and cloud computing, accelerate the interconnection and sharing of various internal information systems, and fully leverage the important supporting role of informatization in the integration and development of business management and economic management, significantly improving the level of refinement and efficiency of operation and management. By the end of 2025, efforts will be made to achieve 50% of national tertiary public hospitals having and applying an integrated platform for operational management information; Strive to achieve full coverage of national tertiary public hospitals and a significant increase in the coverage rate of national secondary public hospitals by the end of 2027. The notice points out that various internal business processes of public medical institutions should be thoroughly sorted and improved. Each unit should focus on various business activities such as medical education, research, and production prevention that can obtain internal resource inflows or consumption, as well as various business activities of internal functional departments. Specific management "matters" should be taken as the unit, compliance with rules and regulations and respect for industry rules should be taken as the premise, quality improvement and efficiency improvement should be the goal, energy conservation and consumption reduction, income and expenditure reduction should be the core, and the improvement of internal control system and risk prevention should be the focus. The seamless connection of full chain management supervision and functional responsibilities should be the fundamental. The management process of relevant business activities should be sorted and optimized, and effective management processes should be gradually embedded into corresponding information systems. Actively promote the standardization, scientificization, refinement, and informatization of various internal business processes. The Notice proposes to actively promote the implementation of financial management standardization and standardization requirements. Each region should follow the "Financial Collection Standards for Medical Service Projects" and ensure the matching and connection between the items in the "National Medical Service Project Technical Specification (2023 Edition)" and the current medical service price items, forming a standardized financial collection standard for medical service projects in the province, and guiding medical institutions in their administrative regions to complete the mapping and connection work. Public medical institutions across the country must unify the financial collection criteria for medical service projects in accordance with the "Collection Criteria Specification", including medical fee bill classification, accounting subject classification, and inpatient medical record homepage expense classification, in order to improve the quality of economic data in the healthcare industry and enhance the standardization level of statistical data. The notice emphasizes the focus on preventing and resolving economic operational risks in public medical institutions. All regions and units should strictly implement the requirements of audit supervision, financial and accounting supervision, inspection and internal control, conduct in-depth economic operation monitoring, strengthen risk investigation, focus on key issues and key links, improve risk assessment mechanisms, improve institutional systems, build a pattern of full participation in risk prevention work, and ensure the healthy and sustainable operation of public medical institutions.
