2024-07-04

At present, technological innovations such as big data and artificial intelligence have brought new opportunities for the development of China's judicial work, and also urged public legal services to complete coordinated upgrading under the empowerment of digital technology, achieving precise and proactive intelligent development. In recent years, judicial administrative agencies in various regions have explored innovative paths and effectively improved the supply capacity of public legal services. In Ningxia, thanks to the establishment and improvement of the "Smart Legal Service Scheduling and Management Platform", public legal service resources are efficiently allocated across the entire region, and the long-term goal of "One Network for All" has become a reality through port integration. In Henan, the pilot operation of the comprehensive management system for legal aid has promoted the standardization, standardization, and informatization of legal aid work across all elements, businesses, positions, and processes. The excellent rate of legal aid case quality has significantly improved, and breakthroughs have been made in the quality of county-level legal aid cases. In Hubei, "Hubei Legal Net" has built-in intelligent legal consultation function in the system, allowing the public to obtain personalized legal opinions anytime and anywhere without paying any fees. In Zhejiang, in the intensive construction of digital legal service platforms and the orderly sharing of data resources as needed, intelligent and accurate public legal services are provided in a coordinated manner. Drawing on existing experience and continuously promoting the intelligent upgrading of public legal services, the author suggests: firstly, integrating service data from the three major platforms of entity, hotline, and network, analyzing and judging the different needs of different regions for public legal services, and promoting effective coverage of public legal service entity platforms. The second is to integrate normative and case resources, mark and train intelligent legal service models, and promote the optimization and upgrading of public legal service hotlines and network platforms. The third is to explore the advantages of platform services, establish a switching and connecting mechanism between physical, hotline, and network service modes, and promote the integrated development of the three major platforms. The fourth is to combine the application of big data and artificial intelligence technology, early warning and predicting the visible demand of individuals for legal services, and promoting the active supply of "smart legal services". The fifth is to gather institutional information, connect resource interfaces, apply intelligent technology to form an automatic matching mechanism between supply and demand, and optimize the spatial layout of legal service institutions.
