Streamline the chain of exchanging old for new consumer goods in multiple regions and improve the recycling system for waste household appliances

2024-07-04

The construction of a waste household appliance recycling system is an important link in promoting the process of exchanging old for new consumer goods. Currently, many regions are implementing specific plans and providing precise subsidies to improve the recycling system of waste household appliances, break through the bottleneck of household appliance recycling, and support the trade in of consumer goods. "Establishing an effective mechanism for" making it easier to remove waste "and" doing a good job in recycling waste household appliances not only helps to reduce environmental pollution, promote resource recycling, but also stimulates consumption and drives domestic demand. "Hong Yong, a think tank expert at the China Digital Real Integration 50 Forum, told Securities Daily reporters that through recycling, valuable materials in waste household appliances can be extracted and reused, which is in line with the concept of circular economy and green development. In March, the State Council issued the Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Exchange, proposing that by 2027, the amount of waste household appliances recycled will increase by 30% compared to 2023. At the special press conference on promoting the trade in of consumer goods held by the Ministry of Commerce on June 25th, Xu Xingfeng, Director of the Consumer Promotion Department of the Ministry of Commerce, stated that "in terms of household appliances and home decoration, we will focus on supporting the construction of a waste product recycling system" and "establish an effective mechanism that makes it easier to remove old products". From the central to local levels, relevant support measures have been frequently introduced. The notice issued by the Ministry of Commerce and the Ministry of Finance in April this year on improving the recycling system for renewable resources and supporting the exchange of old for new durable consumer goods such as household appliances proposes to further leverage the funding role of the modern commercial circulation system arranged by the central government, support the construction of the recycling system for renewable resources such as waste household appliances and furniture, and assist local governments in promoting the exchange of old for new durable consumer goods such as household appliances. In order to establish an effective mechanism that makes it easier to remove waste, many regions such as Hubei, Guangdong, Shandong, Shanxi, and Henan have introduced relevant implementation plans to improve the recycling system of renewable resources such as waste household appliances and furniture. For example, in June, Henan Province issued the Implementation Plan for Promoting the Construction of a Recycling System for Recycled Resources such as Waste Household Appliances and Furniture (2024-2027), focusing on improving the planning and layout of recycling networks, cultivating diversified and large-scale recycling entities, and exploring innovative recycling models. Financial subsidies have also played an important role in promoting the recycling of waste household appliances. Sun Bin, Deputy Director of the Department of Commerce of Guangdong Province, stated at a special press conference that according to statistics from five household appliance recycling and dismantling enterprises in Guangdong that have received national financial subsidies, a total of 2.562 million units of waste household appliances were recycled and dismantled from January to May. Among them, 468000 units, 727000 units, and 813000 units of dismantled waste household appliances were collected and dismantled from March to May, showing a rapid monthly growth trend. "The relevant policies have played a key role in stimulating market participants' enthusiasm, reducing the operating costs of recycling enterprises, improving recycling efficiency and resource utilization in the process of recycling waste household appliances." Tian Huimin, a special researcher at the Beijing Reform and Development Research Association, stated that by setting recycling targets and incentive measures, as well as introducing preferential policies such as tax reductions and subsidies, the policy guides the development of the waste household appliance recycling industry towards standardization and standardization. At the same time, it also stimulates household appliance consumption, which helps to form a virtuous consumption cycle of exchanging old for new. "The current obstacles in the process of recycling waste household appliances include poor recycling channels, high recycling costs, and relatively backward recycling and processing technologies," Hong Yong told Securities Daily reporters. Tian Huimin stated that in some regions, there is a lack of professional recycling institutions and personnel, which makes it difficult to effectively recycle waste household appliances. In addition, the dismantling, classification, and transportation of waste household appliances require a significant investment of manpower, material resources, and financial resources, and the high cost of recycling is also a major challenge. Targeting the bottlenecks in household appliance recycling, various regions have implemented precise policies and actively utilized digital empowerment and other means to improve the system for recycling waste household appliances. For example, Hubei Province urges enterprises to implement a "one machine, one code" system for the recycling of waste household appliances, achieving controllable traceability throughout the entire process of recycling, storage, transportation, sorting, and dismantling of waste household appliances. On July 1st, at a press conference held by the Hubei Provincial Government Information Office, Li Xiaoyan, a member of the Party Group and Deputy Director of the Hubei Provincial Department of Commerce, introduced that Hubei has established a public service platform for the recycling of household appliances from old to new, covering the entire province. It has achieved unified and standardized management of 17 cities and prefectures, 11 dismantling enterprises, 27 recycling enterprises, over 1200 recycling outlets, and more than 2000 recycling personnel in the province. Since the platform was officially put into operation on June 8th, the cumulative number of user registrations has reached 115000, and a total of 76500 waste household appliances have been recycled. "Establishing a sound network system for the recycling of waste household appliances, including accelerating the layout and construction of recycling points, sorting centers, processing plants, etc., strengthening information sharing and collaboration among recycling networks, can effectively improve recycling efficiency." Tian Huimin stated that in order to further improve the recycling system of waste household appliances, enterprises can be encouraged and supported to carry out research and innovation in waste household appliance recycling and treatment technologies in the future, improve resource utilization efficiency, and reduce recycling costs. Hong Yong suggested that, at the policy level, we can continue to encourage innovation in the "Internet plus+recycling" model to reduce recycling costs. At the same time, stricter environmental standards can be established to reduce the use of harmful substances and control pollution from the source. In addition, market supervision should be strengthened to crack down on illegal recycling and dismantling activities, and ensure that waste household appliances are safely and environmentally friendly disposed of.
