Building an artificial intelligence innovation ecosystem

The development of artificial intelligence in China adheres to the strategic mainline of "empowering the real economy and supporting social development", and constructs a unique research and development system and application ecosystem with Chinese characteristics. We should strengthen disciplinary linkage to solidify the foundation of artificial intelligence research, enhance application driven enrichment of artificial intelligence scenarios, deepen industry research interaction, and build an artificial intelligence innovation ecosystem. To promote the development of the new generation of artificial intelligence, we need to build a cutting-edge scientific research paradigm based on artificial intelligence, form a sound artificial intelligence industry ecosystem, improve the talent structure of artificial intelligence, and strengthen high-level open cooperation in the field of artificial intelligence. Recently, the 2024 World Intelligent Industry Expo, jointly hosted by the Tianjin Municipal Government and the Chongqing Municipal Government, opened in Tianjin. This is the first appearance after the merger of world-class intelligent industry platforms created by the two cities. It is understood that in June 2017, the Tianjin Municipal Government and multiple departments including the National Development and Reform Commission held the first "World Intelligent Conference"; In August 2018, the Chongqing Municipal Government and multiple departments including the Ministry of Science and Technology held the first China International Intelligent Industry Expo. This year, under the guidance of the state, Tianjin and Chongqing have integrated their platforms and invited domestic and foreign enterprises, experts, scholars, and platform institutions to participate in this year's Smart Expo. Chen Liangwen, Deputy Director of the Tianjin Municipal Bureau of Industry and Information Technology, introduced that in 2023, the revenue of Tianjin's artificial intelligence related industries exceeded 300 billion yuan, and artificial intelligence is accelerating the empowerment of new industrialization. At present, Tianjin has built 300 intelligent factories and digital workshops, of which 11 have been selected as national level intelligent manufacturing demonstration factories, and 21 Tianjin municipal level intelligent manufacturing system solution suppliers have been cultivated. Luo Li, Deputy Director of the Chongqing Municipal Commission of Economy and Information Technology, stated that Chongqing and Tianjin have a deep industrial foundation, complete industries, unique characteristics and advantages in industrial development, broad cooperation space, and huge potential. Through this joint meeting, both sides have further consolidated cooperation consensus and promoted coordinated development. Entering the intelligent transportation and intelligent manufacturing exhibition area of the N17 exhibition hall at Tianjin National Convention and Exhibition Center, Tianjin Port Group's 1080 square meter booth showcases a panoramic interactive sand table of the world's first "smart zero carbon" dock - Tianjin Port C-section intelligent container terminal, vividly simulating the busy scene of the yard. The L4 level artificial intelligence transportation robot (ART) independently designed and developed by Tianjin Port Group is placed in the most prominent position at the booth. Li Qiunan, Technical Management Manager of the Digital Transformation Office Project of Tianjin Port Group, said that currently, 92 pure electric robots have been put into commercial operation at the "Smart Zero Carbon" terminal of Tianjin Port, providing a new power solution for future green logistics. In recent years, artificial intelligence has developed rapidly in China. Currently, 421 national level intelligent manufacturing demonstration factories, more than 10000 provincial-level digital workshops and intelligent factories have been cultivated, and the number of artificial intelligence enterprises in China has exceeded 4500. In 2023, the scale of China's core artificial intelligence industry reached 578.4 billion yuan, with a growth rate of 13.9%. Vice Minister of the Ministry of Industry and Information Technology, Shan Zhongde, stated that China's artificial intelligence enterprises have the second largest computing power in the world, and have released 408 relevant national standards for intelligent manufacturing, building a development ecosystem for the intelligent manufacturing industry. The 2024 Report on the Development of China's New Generation Artificial Intelligence Technology Industry released at this year's Smart Expo shows that China has established a human intelligence technology system, industrial innovation ecosystem, and enterprise alliances, including intelligent chips, large models, infrastructure and operating systems, toolchains, deep learning platforms, and application technologies, based on independent innovation. The key supporting effect of reshaping the industrial system and vigorously promoting new industrialization is gradually emerging. From the port model with cloud technology, to the language model with fast translation, and then to the government model with intelligent proofreading... At this year's Smart Expo, the most popular field is the artificial intelligence model, with over 40 models appearing collectively. Participating companies have expressed that currently, the performance of artificial intelligence is becoming increasingly "humanoid", and in laboratories and production lines, generative artificial intelligence is becoming a "good helper" to help improve the quality and efficiency of industrial manufacturing. Liu Gang, Chief Economist of China's New Generation Artificial Intelligence Development Strategy Research Institute, introduced that based on different target populations, purposes, and applicable scenarios, artificial intelligence big models can be divided into two categories: general big models and vertical big models. The universal large model benchmarking ChatGPT aims to tackle technological challenges and targets a wide range of people and scenarios. After 2022, artificial intelligence has entered the development stage of general artificial intelligence dominated by large models, rather than specialized artificial intelligence. Liu Liehong, Director of the National Data Administration, stated that as an important direction for the development of the new generation of artificial intelligence technology, big models are highly efficient in empowering various industries. On the one hand, we need to accelerate the promotion of large-scale model infrastructure, and combine it with high-quality industry datasets to promote small and medium-sized enterprises to use large-scale models to cultivate an innovation ecosystem; On the other hand, we need to promote the coordinated construction and efficient use of universal large-scale model infrastructure, guide enterprises to coordinate and avoid blind development. Wu Chaohui, Vice President of the Chinese Academy of Sciences, believes that facing the future, we should strengthen discipline interaction and consolidate the research base of AI, strengthen application driven and enrich AI scenes, deepen the interaction between industry and research, and build an AI innovation ecosystem. We hope that all parties can cultivate more high-level innovative talents in artificial intelligence, promote the implementation of more industrial policies, and jointly promote the high-quality development of the artificial intelligence industry.
