Jointly advancing on the vast Eurasian continent

2024-07-01

In the summer season, the banks of the Isim River, which flows through the capital of Kazakhstan, Astana, are lush with greenery. Dushanbe, the capital of Tajikistan located in the Gisar Basin, overlooks towering snow capped mountains.
On the vast Eurasian continent, countries have a long history of communication, similar development tasks, and closely linked destinies.
China and the five Central Asian countries have achieved full coverage of comprehensive strategic partnerships and bilateral implementation of a community with a shared future for mankind.
This visit is another major diplomatic activity conducted by China towards Central Asian countries and the Eurasian continent.
Leading the "SCO family" to join hands and embark on a new journey
In early June, the signing ceremony of the intergovernmental agreement on the China Kyrgyzstan Uzbekistan railway project was held in Beijing. This highly anticipated railway is transforming from a vision into a reality, demonstrating to the international community the firm determination of the three countries to work together to promote cooperation and development. After completion, it will not only benefit the people of the three countries, but also greatly promote regional connectivity.
The cooperation between several SCO member states and China in jointly building the "the Belt and Road" started early and yielded many results. The China Kyrgyzstan Ukraine Railway is the latest example of the Shanghai spirit leading the "SCO family" to unite, cooperate, open and win-win.
23 years ago, the Shanghai Cooperation Organization was established in response to the desire of regional countries to promote friendship, jointly ensure security, and jointly seek development. It upholds the "Shanghai Spirit" with "mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development" as its basic content. Its circle of friends has grown from the initial "Shanghai Five" to 9 member countries, 3 observer countries, and 14 dialogue partners. The member countries account for nearly half of the world's population and about a quarter of the world's total economy. The development of the Shanghai Cooperation Organization is a vivid portrayal of the "Shanghai Spirit" and also highlights the vitality of the "Shanghai Spirit".
Maintaining regional peace and ensuring common security is the foundation of the Shanghai Cooperation Organization.
In recent years, member states of the Shanghai Cooperation Organization (SCO) have engaged in efficient cooperation in areas such as jointly combating the "three forces", jointly curbing the spread of drugs, protecting data security, and maintaining outer space security, and their ability to resolve regional security risks has continuously improved. On May 20, 2024, the foundation of the China Shanghai Cooperation Organization Training Base for International Judicial Exchange and Cooperation has been laid for 10 years. 65 online and offline training courses have been held, and 2341 foreign students have been trained, mainly from SCO member countries and other countries along the "the Belt and Road".
Focusing on pragmatic cooperation and accelerating economic recovery is the driving force for the development of the Shanghai Cooperation Organization.
Since the establishment of the Shanghai Cooperation Organization, the scale of trade among member countries has continued to expand, and investment cooperation has been actively promoted. The 2022 Shanghai Cooperation Organization's 20 Year Trade Development Report shows that the total trade value of SCO member countries has increased by nearly 100 times over the past 20 years, accounting for 17.5% of global trade value from 5.4% in 2001 to 2020. The global trade influence of SCO member countries continues to strengthen.
This year marks the beginning of the second golden decade of the "the Belt and Road Initiative". China will work with all parties to promote the high-quality docking of the "the Belt and Road Initiative" with the development strategies of all countries through more pragmatic and efficient actions, build more cooperation platforms, create more development opportunities, and let the results of cooperation benefit more people.
Strengthening exchanges and mutual learning, promoting mutual understanding among the people, is the warm background of the Shanghai Cooperation Organization.
Spring is warm and flowers are blooming. In 2024, the "Chinese Bridge" Shanghai Cooperation Organization Youth Student Spring Camp was held in Xinjiang. Many young people not only feel the beauty of China, but also connect their life dreams with China. During the summer harvest season, Pakistani student Nassim Adnan from Northwest A&F University and his Chinese classmates were harvesting wheat in the fields and accumulating experimental data. The university took international agricultural technology talent cooperation as a breakthrough point and led the establishment of the Shanghai Cooperation Organization (SCO) member state alliance of agricultural universities, with 21 universities from 8 SCO countries joining. Activities such as the Cultural Year, Tourism Year, Ecological Year, and Youth Day have been held successively, and the branches of the Shanghai Cooperation Organization's cultural exchanges are flourishing.
Borat Nurgaliev, former secretary-general of SCO, said that China's joint efforts to build the "the Belt and Road" cooperation have yielded fruitful results, vigorously promoting the connectivity and socio-economic development of countries in the region, which is the best example of equal cooperation and mutual benefit among countries, and "it is also an important embodiment of the" Shanghai Spirit ".
Building a New "Golden Thirty Years" of China Kazakhstan Relations
In mid June, the sun was blazing in Khorgos, Xinjiang, and people came and went in the Sino Kazakhstan Khorgos International Border Cooperation Center. Merchants who come to purchase goods and negotiate cooperation, tourists who check in at the "border line", and people of different languages and clothing meet here for communication and negotiation.
These lively scenes are a microcosm of the continuous exchanges and cooperation between China, Kazakhstan, and Central Asian neighbors.
China and Kazakhstan share a common border of over 1700 kilometers, and the two peoples have a history of friendly exchanges for thousands of years.
The strategic leadership of the head of state is the political advantage and distinctive feature of China Kazakhstan relations.   Jointly build the "the Belt and Road" cooperation, so that the Silk Road friendship between China and Kazakhstan that has lasted for thousands of years will glow with new vitality.
The two heads of state announced their efforts towards the goal and vision of building a community with a shared future of friendship, high mutual trust, and solidarity between China and Kazakhstan for generations.
In 2023, the two heads of state met twice from Xi'an to Beijing. At a critical stage of development and revitalization, the two countries are working together to create a new "golden thirty years" of China Kazakhstan relations.
Practical cooperation between China and Kazakhstan in various fields has achieved fruitful results, continuously benefiting the people of both countries.
China Kazakhstan has successfully built a comprehensive and three-dimensional interconnected network. The two countries have opened two cross-border railway trunk lines and multiple pairs of year-round opposite highway ports, like the "golden passage" on the Eurasian continent. On the roaring China Europe freight train, mechanical and electrical equipment, electronic products, agricultural and sideline products, daily necessities and other "Made in China" are transported through Kazakhstan to the Central Asian and European markets. Raw materials and products produced in Kazakhstan, such as ferroalloys and fertilizers, are transported to the logistics cooperation base in Lianyungang, China and Kazakhstan, setting sail and entering the vast Pacific Ocean.
Major cooperation projects between China and Kazakhstan are advancing in an orderly manner, and achievements in cooperation in fields such as agriculture, new energy, and high technology are constantly emerging. From the Zanatas wind farm to the Akmora state wind farm, China Kazakhstan cooperation has continuously broken records in the power generation of wind power projects in Central Asia. From the completion and operation of the Turgusun hydropower station to the grid connected power generation of the Kapuchagai 100 MW photovoltaic power station, Chinese enterprises have injected a continuous stream of power into Kazakhstan's energy transformation.
In 2023, China became Kazakhstan's largest trading partner, with a trade volume of 41 billion US dollars, a year-on-year increase of 32%. Chinese car brands such as Chery, Changan, and Haval have become the favorites of Kazakh consumers; Flour and other products processed from high-quality wheat from Kazakhstan have enriched the dining tables of the Chinese people; Kazakhstan has participated in the CIIE for six consecutive years, and the completion and operation of the Xi'an Land Port in Kazakhstan have opened the door of opportunity for its high-quality products to enter the Chinese market.
The rich and colorful cultural exchanges between China and Kazakhstan will build more bridges for the friendship between the two countries.
"I miss the youth I spent in China." Kazakhstan youth Ma Wenxuan studied abroad in Shaanxi for many years. When supporting epidemic prevention and control work, his statement "I am a foreigner, but not an outsider" was touching.   After completing his studies at Shaanxi University of Traditional Chinese Medicine and returning to China, Ma Wenxuan demonstrated his ambitions at the China Kazakhstan Traditional Medicine Center in Astana. "I want to promote traditional Chinese medicine in Kazakhstan and help more people in need."
In 2024, with the concern and promotion of the two heads of state, China and Kazakhstan welcomed more good news: the two heads of state respectively sent congratulatory letters to the opening ceremony of China's "Kazakhstan Tourism Year", and the visa free measures encouraged tourists from both countries to start "go as you please" travel; The Chinese vocational education flagship "Luban Workshop", which settled in Kazakhstan last year, has now started expansion; The first batch of master's students from Northwestern Polytechnical University Kazakhstan Branch, signed by the two heads of state, have recently come to China to start their graduation research project
Injecting new impetus into the friendship between China and Tajikistan
In Dushanbe, the capital of Tajikistan, the completion of the Tajikistan Parliament Building and Government Office Building, which were aided by China, is imminent, marking a new footnote to the brotherly relationship between the two countries.
Akhmat Bekzoda, an official of the Tajikistan Presidential Office, said that the completion of the two buildings will become a new urban landmark for Dushanbe and a new symbol of friendship between the two countries.
The soaring eagles on the Pamir Plateau and the camel bells on the ancient Silk Road bear witness to the generations of friendship between the people of China and Tajikistan. Over the past 30 years since the establishment of diplomatic relations, the relationship between the two countries has withstood international challenges and achieved leapfrog development.

The leadership of the head of state is the political advantage and the greatest guarantee for the stable and far-reaching development of China Tajikistan relations. Mutual understanding, respect, trust and support are the fine traditions that China Tajikistan jointly adheres to.

"Good brothers, we must move forward hand in hand!" The heads of state of the two countries walked hand in hand, becoming a diplomatic saying.

The two heads of state signed a joint statement on further deepening the comprehensive strategic partnership, emphasizing their commitment to gradually building a development community and a security community between China and Tajikistan.
In May 2023, during the China Asia Summit, the two heads of state jointly announced the construction of a China Tajikistan community with a shared future that is friendly for generations, sharing weal and woe, and mutually beneficial, setting clear goals for the development of bilateral relations and sending a positive signal to the people of both countries and the world.
The relationship between China and Tajikistan has a profound historical origin, a solid political foundation, rich cooperation connotations, and broad public support. Under the strategic guidance of the two heads of state, China and Tajikistan have worked together to continuously expand and solidify the cake of practical cooperation, bringing tangible benefits to the people of both countries, promoting economic and social development and prosperity, and effectively maintaining regional peace and stability.
Tajikistan is one of the first countries to support the "the Belt and Road" initiative and sign cooperation documents with China. Tajikistan actively promotes the in-depth docking of Tajikistan's "national development strategy before 2030" with the initiative of jointly building the "the Belt and Road". From the steady progress of the China Tajikistan highway through the Pamirs to the opening of the Yawan Vakhdat railway bridge tunnel connecting the north and the south, from the completion of the thermal power plant that greatly alleviates the power shortage in Dushanbe in winter to the booming development of the agricultural textile industrial park that provides employment for many people, China Tajikistan has made great achievements in jointly building the "the Belt and Road" with high quality.
Currently, both sides are still exploring cooperation in areas such as green technology, digital economy, and artificial intelligence, injecting momentum into the high-quality development of China Tajikistan relations.
In recent years, the number of students studying at Confucius Institutes and international students studying in China in Tajikistan has been increasing. The first Luban workshop in Central Asia has been operating in Tajikistan for two years, cultivating a large number of scarce talents for vocational education and the country's industrialization and modernization process. From the "Chinese fever" to the "Chinese fever", from language teaching to the translation of famous works, from archaeological excavations to cultural relic protection, the seeds of China Tajikistan friendship have taken root and sprouted in the hearts of the young people of both countries, and the two ancient civilizations have shone with even more brilliant brilliance through dialogue and mutual learning.
The great road is not alone, and everyone's actions go far. In the face of the current turbulent and intertwined world and unprecedented challenges, China is willing to use the new achievements of Chinese path to modernization to further deepen its bilateral relations with Kazakhstan and Tajikistan, provide new development opportunities for countries around the world, including SCO countries, to jointly build China's programs such as the "the Belt and Road" and the three major global initiatives, and contribute wisdom to solving regional and global challenges.
