Beidou's timing service capability has been internationally recognized

According to the China Institute of Metrology (BIPM), the official website of the International Bureau of Metrology (BIPM) recently released the monitoring results of BeiDou timing, marking the international recognition of BeiDou based timing services and providing accurate and reliable standard time services to the world. As the only domestic Beidou timing monitoring institution designated by BIPM, the China Institute of Metrology is one of the main sources of Beidou timing monitoring data. Zhang Aimin, Chief Researcher of the China Institute of Metrology, introduced that the globally recognized standard time is Coordinated Universal Time (UTC), which is organized, maintained, and published by BIPM. More than 80 time and frequency laboratories around the world participate in the international atomic time cooperation organized by BIPM. Through satellite based time and frequency transfer technology, more than 400 atomic clocks from over 80 time and frequency laboratories are compared with each other with high precision. UTC is generated through weighted averaging, frequency calibration, leap second adjustment, and other operations. BIPM releases monthly time bulletins, announcing the standard time maintained by countries around the world and the time deviation of the standard time played by the Global Navigation Satellite System (GNSS) relative to UTC. Time frequency laboratories in various countries adjust local standard time based on time deviations published in time bulletins, maintaining consistency between local standard time and UTC, thereby achieving global standardization of standard time. Satellite navigation system is currently the most widely covered, cost-effective, and widely used timing service system in various industries worldwide, mainly including GPS in the United States, GLONASS in Russia, Beidou in China, and GALILEO in Europe. For many years, BIPM time bulletins have only released timing deviations from GPS in the United States and GLONASS in Russia, with China's Beidou not included. That is to say, in the past, standard time obtained by global users through the US GPS and Russia GLONASS systems can be traced back to UTC through BIPM time bulletins, while standard time obtained through China's BeiDou lacks an internationally recognized traceability pathway, which is not conducive to China's BeiDou providing accurate and reliable time service to the world. In 2017, the China Institute of Metrology and BIPM signed an agreement to jointly promote the transmission and application of Beidou time. The China Institute of Metrology has achieved important results in the verification of intercontinental time frequency comparison capability based on Beidou, time frequency measurement and calibration capability based on Beidou, and Beidou timing monitoring, laying a technical foundation for Beidou timing monitoring. In 2022, BIPM officially launched the UTC comparison link calibration work based on Beidou. In April 2024, BIPM gave full recognition and high praise to the BeiDou timing monitoring work carried out by the China Institute of Metrology, and adopted all the BeiDou timing monitoring results provided by the China Institute of Metrology. Zhang Aimin stated that in order to improve the accuracy and stability of Beidou timing values, ensure the international equivalence and domestic unity of time values, the China Institute of Metrology will further strengthen cooperation and communication with BIPM and relevant domestic technical units, continuously improve Beidou timing monitoring and evaluation capabilities, and further promote the international application of Beidou.
