Revise and release regulations such as the "Registration Management Measures for Infant Formula Milk Powder Products" and "Registration Management Measures for Formula Foods for Special Medical Purposes", further strictly enforce registration requirements, application conditions, and approval procedures, encourage enterprise research and development innovation, and prioritize the evaluation of special medical use formula foods for rare disease categories, clinical urgent needs, and new categories that have not yet been approved. Distribute the "Guidelines for Safety Compliance of Special Food for Online Sales" and "Guidelines for Standardized Labeling of Health Food" to further standardize the behavior of online sales of special food and strictly regulate the labeling and labeling. The registration reform continues to deepen, and we will coordinate the high-quality development and high-level safety of special food safety work. The dual track reform of health food registration and filing has made significant breakthroughs, opening up the application for new functions of health food, standardizing the claims of health food functions, improving technical evaluation, and expanding the list of health food raw materials, effectively stimulating new market momentum. The policy guidance effect is gradually emerging, and the number of registered products is growing rapidly. 875 health food registrations were approved throughout the year, and 3423 health food filing certificates were issued, an increase of 2.5% compared to 2022; As of the end of 2023, China has approved 12100 health food registrations and issued 16200 health food filing certificates. The development trend of formula foods for special medical purposes continues to improve, with a total of 70 product registrations approved in 2023 and an annual record high. As of the end of 2023, the task of registering infant formula milk powder according to the new national standard has been completed with high quality. A total of 134 enterprises have been approved to register 1028 infant formula milk powder product formulas according to the new national standard, and the market supply is stable. On the basis of safeguarding the safety of special food, we will strengthen the leadership of scientific and technological innovation, technological innovation, and product updates, and continuously consolidate the foundation for high-quality development of the special food industry. Implement the "four strictest" requirements and prevent and resolve the risks throughout the entire process of special food. The daily supervision and inspection efforts continue to increase, the normalization mechanism of the "full coverage" system inspection continues to improve, and special actions are carried out to accurately focus on the concerns and concerns of the people, effectively ensuring the safety of special food. In 2023, a total of 2.092 million households of special food production and operation enterprises were inspected in various regions, and 169000 problems were found; Completed system inspections for 525 health food production enterprises, and completed full coverage system inspections for 111 infant formula milk powder production enterprises and 33 special medical purpose formula food production enterprises nationwide.
