Adhere to the authority and centralized unified leadership of the Party Central Committee, improve the mechanism for implementing major decisions and deployments of the Party Central Committee, and ensure the smooth flow and prohibition of Party Central Committee orders. Adhere to and improve the leadership system and organizational management system of party building work, form a work pattern of focusing on each level, leading subordinates at the local level, and strengthening the foundation at the grassroots level, and promote comprehensive and solid party organizations at all levels and fields.
